The fee is authorized by State law.'~ <br /> <br /> On motion of Mr. Barnes and seconded.by Mr. Oast, the following ordinance was adopted, <br />and by the following vote: <br /> <br />"AN ORDINANCE TO AMEND SECTIONS 6-31, 39-6 and 39-7 OF THE CODE OF THE CITY <br />OF PORTSMOUTH, VIRGINIA, 1973, PERTAINING TO SERVICE CHARGES FOR D£MOLITION, <br />WEED AND DEBRIS REMOVAL." <br /> <br />Ayes: Barnes, Beamer, Gray, Oast, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> 82-145 The following ordinance approved on first reading at the regular meeting of <br />April 27, 1982, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE FUNDS NECESSARY FOR OPERATION OF THE CITY <br />GOVERNMENT FOR AND DURING THE FISCAL YEAR BEGINNING JULY 1, 1982 AND <br />ENDING JUNE 30, 1983." <br /> <br /> Jim Dunn, 4513 Templar Drive, representing Portsmouth Chamber of Commerce, spoke con- <br />cerning statement regarding last year's budget and this year's budget the proposed estab- <br />lishment of a blue ribbon commission of private sector individuals to aid in the preparation <br />and review o£ financial needs for the city. <br /> <br /> Shirley Coffey-Hines, 914 Darren Drive, President of Portsmouth Education Association, <br />spoke in support of a 10% increase across the board for all school employees. <br /> <br /> Motion of Mr. Barnes and seconded by Mrs. Webb, to adopt the ordinance. <br /> amend the ordinance to <br /> Motion of Mrs. Webb and seconded by Mr. Barnes, to/increase the appropriation to the <br />School Board $100,000 for additional operating funds, and was adopted by unanimous vote. <br /> <br />On motion, the ordinance was adopted as amended, and by the following vote: <br /> <br />Ayes~ Barnes, Beamer, Gray, Oast, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> 82-145(a) On metion of Mrs. Webb and seconded by Mr. Gray, the following ordinance <br />was approved on first reading, and by unanimous vo~e: <br /> <br />"AN ORDINANCE TO APPROPRIATE $200,000 FROM THE CAPITAL IMPROVEMENT FUND <br />FOR CONTRACTUAL MAINTENANCE FOR SCHOOL FACILITIES." <br /> <br /> 82-145(b) - On motion of Mr. Gray and seconded by Mr. Beamer, the following resolution <br />was adopted, and by the following vote: <br /> <br />"A RESOLUTION REQUESTING THE SCHOOL BOARD OF THE CITY OF PORTSMOUTH TO <br />ENDEAVOR TO INCREASE CLASSROOM TEACHER SALARIES BY TEN PERCENT AND REQUESTING <br />THE GENERAL ASSEMBLY OF VIRGINIA TO INCREASE STATE AID FOR EDUCATION TO ASSURE <br />FULL FUNDING OF THE STATE POLICY FOR INCREASED CLASSROOM TEACHER SALARIES. <br /> <br /> WHEREAS, in enacting the 1982-83 biennial budget for the Commonwealth of Virginia, the <br />1982 session of the General Assembly of Virginia stated that "each locality shall endeavor <br />increase classroom teacher salaries by ten percent each year of the biennium; and <br /> <br />tO <br /> <br />not <br />and <br /> <br />WHEREAS, despite the statement of policy, the increase in State funding for education di~ <br />provide ample State funds To assure a ten percent increase in classroom teacher salaries; <br /> <br /> WHEREAS, since 1970, the percent of the total school system budget provided by the City <br />of Portsmouth has increased from twenty-nine percent to a proposed thirty-seven percent for <br />FY-82-83; and <br /> <br /> WHEREAS, since 1978, the City's share of the School Board Budget has increased 6.5 <br />million dollars while the State's contribution has increased 5.- million dollars; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth has on this date provided an additional <br />$300..O00. to the City Manager's recommended School Board Budget allocation of $38,227,056; an <br /> <br /> WHEREAS, in the opinion of the Council of the City of Portsmouth the total allocation to <br />the School Board provides funds which enables the School Board to increase classroom teacher <br />salaries by ten percent as well as grant all other School Board employees salary increases <br />comparable to City employees. <br /> <br /> NOW, THEREFORE, BE <br />School Board to expend <br />teacher salaries by ten <br /> <br />IT RESOLVED that the Council of the <br />the funds allocated in such a manner <br />percent. <br /> <br />City of Portsmouth requests the <br />as to assure an increase in class~ <br /> <br /> BE IT FURTHER RESOLVED that the Council of the City of <br />Assembly of Virginia to increase State aid for education in <br />of its stated policy to increase classroom teacher salaries <br />the second year of the biennium. <br /> <br />Portsmouth urges the General <br />FY-83-84 to assure full funding <br />by an additional.ten percent for <br /> <br />OC <br /> <br /> <br />
