<br /> Jim Dunn, 4513 Templar Drive, representing Portsmouth Chamber of Commerce, spoke con-
<br />cerning statement regarding last year's budget and this year's budget the proposed estab-
<br />lishment of a blue ribbon commission of private sector individuals to aid in the preparation
<br />and review o£ financial needs for the city.

<br /> Shirley Coffey-Hines, 914 Darren Drive, President of Portsmouth Education Association,
<br />spoke in support of a 10% increase across the board for all school employees.
<br />
<br /> Motion of Mr. Barnes and seconded by Mrs. Webb, to adopt the ordinance.

<br />FOR CONTRACTUAL MAINTENANCE FOR SCHOOL FACILITIES."

<br />"A RESOLUTION REQUESTING THE SCHOOL BOARD OF THE CITY OF PORTSMOUTH TO
<br />ENDEAVOR TO INCREASE CLASSROOM TEACHER SALARIES BY TEN PERCENT AND REQUESTING
<br />THE GENERAL ASSEMBLY OF VIRGINIA TO INCREASE STATE AID FOR EDUCATION TO ASSURE
<br />FULL FUNDING OF THE STATE POLICY FOR INCREASED CLASSROOM TEACHER SALARIES.

<br /> WHEREAS, in enacting the 1982-83 biennial budget for the Commonwealth of Virginia, the
<br />1982 session of the General Assembly of Virginia stated that "each locality shall endeavor
<br />increase classroom teacher salaries by ten percent each year of the biennium; and

<br />WHEREAS, despite the statement of policy, the increase in State funding for education di~
<br />provide ample State funds To assure a ten percent increase in classroom teacher salaries;
<br />
<br /> WHEREAS, since 1970, the percent of the total school system budget provided by the City
<br />of Portsmouth has increased from twenty-nine percent to a proposed thirty-seven percent for
<br />FY-82-83; and
<br />
<br /> WHEREAS, since 1978, the City's share of the School Board Budget has increased 6.5
<br />million dollars while the State's contribution has increased 5.- million dollars; and
<br />
<br /> WHEREAS, the Council of the City of Portsmouth has on this date provided an additional
<br />$300..O00. to the City Manager's recommended School Board Budget allocation of $38,227,056; an
<br />
<br /> WHEREAS, in the opinion of the Council of the City of Portsmouth the total allocation to
<br />the School Board provides funds which enables the School Board to increase classroom teacher
<br />salaries by ten percent as well as grant all other School Board employees salary increases
<br />comparable to City employees.

<br /> NOW, THEREFORE, BE
