Moody, Delegate L. Cleaves Manning and Delegate John S. Joannou. <br /> <br />Ayes: Barnes, Beamer, Gray, Oast, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> 82-146 - The following ordinance approved on first reading at the regular meeting of <br />April 27, 1982, was taken up and read: <br /> <br />"AN ORDINANCE TO AMEND CHAPTER 20 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, <br />1973, BY AMENDING SECTION 2-S6 ~HEREOF PERTAINING TO BUSINESS LICENSES FOR COMMIS- <br />SION MERCHANTS AND BY ADDINS THERETO SECTION 20-~74 PERTAINING TO SA~INC~.?AN~ LOAM' <br />ASSOCIATIONS." <br /> <br /> On motion of Mr. Barnes and seconded by Mrs. Webb, the ordinance was adopted, and by <br />the following vote: <br /> <br />Ayes: Barnes, Beamer, Gray, Oast, Webb, Whitlow, Johansen <br />Nays: None <br /> <br />The following reports from the City Manager were presented: <br /> <br /> 82-160 "Consideration of an ordinance adopting the 1982-83 Classification and Pay Plan <br />for the City of Portsmouth. <br /> <br /> This ordinance establishes the Classification and Pay Plan for the City of Portsmouth, al <br />sets forth the regulations for administration, classes of positions assigned to pay grade, <br />and pay schedule. The pay schedule reflects a two and one-half percent general wage ~ncrease <br />for classified City employees in accordance with the 1982-83 recommended Operating Budget. <br />In addition, the ordinance provides for an increase of one and one-half percent in the retire <br />merit allowanzes of pensioners under the City's retirement systems. The City Manager recom- <br />mends adoption." <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Gray, the following ordinance was adopted <br />on first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE TO PROVIDE FOR THE CLASSIFICATION OF EMPLOYMENT; TO PROVIDE A <br />COMPENSATION PLAN FOR EMPLOYEES; AND TO REGULATE THE ADMINISTRATION OF THE <br />1982-83 CLASSIFICATION AND PAY PLAN OF THE CITY O~ PORTSMOUTH, VIRGINIA." <br /> <br />Ayes: Barnes, Beamer, Gray, Oast, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> 82-161 "Consideration of an ordinance to amend Chapter 29 of the City Code by adding <br />Article VI entitled False Criminal Activity Alarms. <br /> <br /> During 1981, the Police Department responded to 5,505 alarms of which 98.6% were false. <br />the proposed ordinance will ~stablish a fee of $35 for false robbery and burglary alarms <br />which have been set off by negligence of the alarm user. The City Manager recommends adoptio~ <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Beamer, the following ordinance was adopted <br />first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, <br />AMENDING CHAPTER 29 THEREOF BY ADDING ARTICLE VI ENTITLED <br />ACTIVITY ALARMS." <br /> <br />VIRGINIA, 1973, <br />FALSE CRIMINAL <br /> <br />Ayes; Barnes, Beamer, Gray, Oast, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> 82-162 "Consideration of a resolution authorizing the Mayor to sign the Sussex County <br />application for membership in SPSA. <br /> <br /> The Southeastern Public Service Authority of Virginia has requested that City Council <br />authorize the Mayor to sign, on its behalf, the Sussex County application for membership <br />in SPSA. Council previously ratified the ap~lication'by Sussex County on November 10, 1981. <br />The City Manager recommends adopti6n."' <br /> <br /> On motion of Mr. Whitlow and seconded by Mr. Gray, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY OF PORTSMOUTH TO <br />APPLICATION OF THE COUNTY OF SUSSEX FOR MEMBERSHIP <br />SERVICE AUTHORITY OF VIRGINIA. <br /> <br /> EXECUTE AND JOIN IN'THE <br />IN THE SOUTHEASTERN PUBLIC <br /> <br /> WHEREAS, the Council of the City of Portsmouth, Virginia adopted Ordinance No. 1981-99 <br />at a meeting held November 10, 1981, providing for the joinder of Sussex County as a member <br />of the Southeastern Public Service Authority of Virginia; and <br /> <br /> WHEREAS, the County of Sussex has determined to apply to the State Corporation Commissio~ <br />o£ the Commonwealth of Virginia for membership in the Authority; and <br /> <br /> <br />
