May 11~ 1982 <br /> <br /> 82-143 The following ordinance approved on first reading'at the regular meeting of <br />April 27, 1982, was taken up and read: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE"CITY OF PORTSMOUTH, VIRGINIA, 1973, BY <br />AMENDING SECTIONS 23-470, 23-473, AND 23-474 PERTAINING TO MOTOR VEHICLE LICENSE <br />TAXES." <br /> <br /> On motion of Mr. Gray and seconded by Mrs. Webb, the ordinance was adopted, and by the <br />following.vote: ' <br /> <br />Ayes: Barnes, Beamer, Gray, Oast, Webb, Whitlow, Johahsen <br />Nays: None <br /> <br /> 8~144 "Consideration of the following ordinances amending and establishing certain <br />fees and rates for services and facilities provided by the City. <br /> <br /> (a) An ordinance <br />rates on water supply, <br />thereon. <br /> <br />to amend the City Code by amending Section 3834 pertaining to meter <br />and by repealing Section 38-34.1 pertaining To emergency surcharge <br /> <br /> This ordinance wilI increase the meter rate for water to $1.08 per 1,000 gallons for <br />consumers within the City of Portsmouth. In addition the ordinance eliminates the emergency <br />drought surcharge. Corresponding increases are included within the ordinances for consumers <br />outside the City of Portsmouth." <br /> <br /> On motion of Mr. Beamer and seconded by Mr. Barnes, the following ordinance was adopted, <br />and by the following vote: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY <br />AMEXDING SECTION 38-34 PERTAINING TO METER RATES FOR WATER SUPPLY, AND BY REPEALING <br />SECTION 38-34.1 PERTAINING TO EMERGENCY SURCHARGE THEREON." <br /> <br />Ayes: Barnes, Beamer, Gray, Oast, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> (b) "An ordinance to amend the City Code by amending Section 3877(a) and (b) pertaining <br />to charges for sewage disposal and treatment, and by repealing Section 3877.1 pertaining to <br />emergency surcharge thereon. <br /> <br /> It was originally proposed to increase sewer maintenance fees to 54~ per 1,000 gallo <br />of water consumed and the sewage treatment fees to 94¢ per 1,000 gallons of water consumed. <br />Subsequently to the recommendation, HRSD announced an increase in sewage treatment rates and <br />in order to insure comparable sewage treatement rates city-wide, this ordinance increases <br />sewage treatment rates to $1.09." <br /> <br /> On motion of Mr. Barnes and seconded by Mrs. Webb, the following ordinance was adopted, <br />and by the following vote: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, <br />BY AMENDING SECTION 38-7-(a) AND (b) PERTAINING TO CHARGES FOR SEWAGE DISPOSAL AND <br />TREATMENT, AND BY REPEALING SECTION 38-77.1 PERTAINING TO EMERGENCY SURCHARGE <br />THEREON." <br /> <br />Ayes: Barnes, Beamer, Gray, Oast, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> (c) "An ordinance to amend Section 38-66 of the City Code pertaining to use of public <br />fire hydrants; annual charge. <br /> <br /> This ordinance will increase the annual fee from $50 on hydrants located in the <br />City and $7S on hydrants located outside the City to $75 and $10Q, respectively." <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Barnes, the following ordinance was adopted, <br />and by the following vote: <br /> <br />"AN ORDINANCE TO AMEND SECTION 38-66 OF THE CODE OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, 1975, PERTAINING TO USE OF PUBLIC FIRE HYDRANTS; ANNUAL CHARGE." <br /> <br />Ayes: Barnes, Beamer, Gray, Oast, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> (dj "An ordinance amending Section 14-5 of the City Code pertaining to charges for hand- <br />ling refuse at the City incinerator or landfill. <br /> <br /> This ordinance will increase the fee for handling refuse at the City incinerator <br />from the current $9.25 per ton to $10.50 per ton. In addition, the increase from the current <br />$4 per ton to $4.50. These charges apply only to non-residents and commercial operators. <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Beamer, the following ordinance was adopted, <br />and by the following vote: <br /> <br />"AN ORDINANCE AMENDING SECTION 14-5 OF THE CODE OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, 1973, PERTAINING TO C~ARGES ~OR HANDLING REFUSE AT CITY INUINERATOR <br />OR LANDFILL." <br /> <br /> <br />
