<br />At a regular meeting of the City Council held on May 11, 1982, there were present:

<br />J. E. Johansen, Jack P. Barnes, Ben A. Beamer, Sr., J. Robert Gray, Edward L.
<br />Oast, Jr. Gloria O. Webb, Morton V. Whitlow, G. Robert House, Jr., City M~nager,
<br />Steven Lieberman, City Attorney.

<br /> Rev. Damon E. Wyatt, Pastor, Sweethaven Baptist Church, opened the meeting with prayer,
<br />followed by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Johansen welcomed all visitors in attendance.

<br /> Motion of Mr. Beamer and seconded by Mrs. Webb,

<br /> 82-158 - Mayor Johansen presented zhe following resolution to John Paul Hanbury, former
<br />member of the Commission of Architectural Review:
<br />
<br /> "WHEREAS, John Paul Hanbury served faithfully and efficiently as member and architectural
<br />advisor to the Portsmouth Commission of Architectural Review for the last ~en years; and
<br />
<br /> WHEREAS, John Paul Hanbury took a leading role in the preservati?n of Olde Towne's unique
<br />architectural resources; and
<br />
<br /> WHEREAS, John Paul Hanbury has served his community on other boards and commissions, as
<br />Chairman of the Museum and Fine Arts Commission and as a member of the Portsmouth Chapter of
<br />the Virginia Museums; and
<br />
<br /> WHEREAS, John Paul Hanbury has distinguished himself nationally because of his expert
<br />knowledge and interest in the preservation of histcric landmarks and historic districts.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Portsmouth wishes to
<br />express their appreciation and gratitude to Mr. Hanbury for all the many hours he has given so
<br />generously while serving our City.
<br />
<br /> BE IT FURTHER RESOLVED that this resolution be spread upon the minutes of the City Counci
<br />and that a copy be presented to John Paul Hanbury."

<br />Boy Scouts of America, having attained the rank of "Eagle Scout".

<br />vote.

<br /> (i) GHP 82-1 Resolution granting approval for a group housing project
<br />Section 40~55 of the Code, as amended, said project being known as "Crawford
<br />and designated as GHP 82-1, deferred from the meeting of April 27, 1982.

<br /> Motion of Mr. Gray and seconded by Mr. Beamer, that GHP 82-1 be deferred as requested by
<br />Danny K. Smith and W. McMillan Powers, Attorneys, and was adopted by unanimous vote.

<br /> 82-142 The following ordinance approved on first reading at the regular meeting of
<br />April 27, 1982, was taken up and read:
<br />
<br />"AN ORDINANCE TO AMEND NO. 1981-36 IMPOSING AND LEVYING TAXES FOR THE FISCAL YEAR
<br />BEGINNING JULY 1, 1982, AND ENDING JUNE 30, 1983, AND ALSO FOR EACH AND EVERY FISCAL
<br />YEAR THEREAFTER BEGINNING JULY 1ST AND ENDING JUNE 30TH OF EACH SUCH YEAR, UNLESS
<br />OTHERWISE CHANGED BY COUNCIL, ON REAL ESTATE, TANGIBLE PERSONAL PROPERTY, AND MACHINERY
<br />AND TOOLS WITHIN THE CITY OF PORTSMOUTH, VIRGINIA, FOR THE PURPOSE OF RAISING REVENUE
<br />FOR THE SUPPORT OF GOVERNMENTAL OPERATIONS AND THE PUBLIC FREE SCHOOLS AND TO PAY
<br />PRINCIPAL AND INTEREST ON THE PUBLIC DEBT."

<br /> On motion of Mr. Barnes and seconded by Mrs. Webb, the ordinance was adopted, and by the
<br />following vote:
