88 <br /> <br />May 25, 1982 <br /> <br /> 82-187 "Consideration of a resolution expressing the support of the Council of the <br />City of Portsmouth for a pedestrian ferry service between downtown Portsmouth and Norfolk. <br /> <br /> The FiRewater Transportation District Commission is submitting a grant application on <br />.behalf of the cities of Portsmouth and Norfolk to the Virginia Department of Highways and <br /> Transportation for the funding of a pedestrian ferry between the waterfronts of the two citie~ <br /> The period of the grant is for one year. There is no local cash match requirement. The Com- <br /> mission has asked the City to formally endorse the proposal in order to enhance their appli- <br /> cation. The City Manager recommends adoption." <br /> <br /> Les French, 208 Glasgow Street, representing Olde Towne Civic League, expressed appreci- <br />ation for reestablishing the pedestrian ferry. <br /> <br /> Motion of Mrs. Webb and seconded by Mr. Gray, the following resolution was adopted, and <br />by the following vote: <br /> <br />"A RESOLUTION EXPRESSING THE SUPPORT OF THE COUNCIL OF THE CITY OF PORTSMOUTH, <br />VIRGINIA FOR A PEDESTRIAN FERRY SERVICE BETWEEN DOWNTOWN PORTSMOUTH AND NORFOLK. <br /> <br /> WHEREAS, the Virginia Department of Highways and Transp.ort~ation has.announced the avail- <br />ability of State aid for experimental mass transportation and ride-sharing projects; and <br /> <br /> WHEREAS, the goal of the State program is to assist communities <br />vitalizing mass transportation services by implementing experimental <br />improve the efficiency and effectiveness of mass transportation; and <br /> <br />in preserving and re- <br />pro]ects designed to <br /> <br /> WHEREAS, the Tidewater Transportation District Commmssion, in cooperation with the citie~ <br />of Portsmouth and Norfolk, has proposed to initiate a pedestrian ferry service across the <br />Elizabeth River between the downtown business districts; and <br /> <br /> WHEREAS, current and proposed development in the Portsmouth Seawall area and <br />Waterside area is expected to attract a large number of people, many of whom will <br />travel from one c~ty to the other for commercial or recreational purposes. <br /> <br />the Norfolk <br />desire to <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the:Council of the City of Portsmouth, <br />Council supports the application of the Tidewater Transit District Commission <br />pedestrian f~rry service between downto~ Portsmouth and Norfolk. <br /> <br />Virginia that t] <br />to initiate a <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk be, and she hereby is, directed to send a <br />certified copy of this resolution to the Tidewater Transportation District Commission." <br /> <br />Ayes: Barnes, Beamer, Gray, Oast, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> .82-188 - "Consideration of a resolution creating a citizens committee to study the impac' <br />of State and Federal legislative actions on city governments. <br /> <br />and <br />resolutions with a delegate <br />recommends adoption." <br /> <br /> This resolution will establish a S member citizen committee to study th.e impact of State <br />Federal mandates on local governments and urges other Tidewater localities to adopt simil <br /> from each city to serve on a regional panel. The City Manager <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Gray, <br />and by the following vote: <br /> <br />the following resolution was adopted, <br /> <br />"A RESOLUTION CREATING A CITIZENS COMMITTEE TO STUDY <br />LEGISLATIVE ACTIONS ON CITY GOVERNMENTS. <br /> <br />IMPACT OF STATE AND FEDERAL <br /> <br /> WHEREAS the Virginia General Assembly has not provided adequate alternate sources of <br />revenue to ensure a more equitable disbursement of the burden of funding local governments; <br /> <br /> WHEREAS, the Virgmnia General Assembly on numerous occasions has removed control of cer- <br />tain revenue sources from the discretion of local government and has repeatedly passed new <br />legislation which has mandated additional funding demands on local government; and <br /> <br /> WHEREAS, the Federal government has mandated programs without adequate funding to allow <br />compliance with the mandates. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />the Council hereby creates a Citizens Committee to study the impact of past legislative man-~ <br />dates affecting local governments, legislation restricting local governments ability to raise <br />new revenues, and legislation which has removed or rolled back taxing authority from local <br />governments. <br /> <br /> Such Committee shall consist of five members appointed by City-Council and in addition t <br />the~gn~ duties and responsibilities enumerated abov~ shall: <br /> <br /> Document the effect that State and Federal mandates have upon both the municipal <br /> budget and upon the tax burden of the taxpayer. <br /> <br />(b) <br /> <br />Advise Council <br />Assembly <br />revenues. <br /> <br /> on legislation which the City may desire to request the General <br />to adopt to broaden the City's ability to develop alternate sources of <br /> <br />~e <br /> <br />a: d <br /> <br />(c) Promote awareness among the members of the general public of the problems identifie <br /> <br /> <br />
