June 8~ 1982 <br /> <br /> WHEREAS, a public hearing has been held to receive public comments on the Capital Improw <br />ments Plan and on the One Year Capital Improvement Program, and on the General Revenue Sharin <br />Funds included therein; and <br /> <br /> WHEREAS, the Counsil has considered the Capital Improvements Plan and the utilization <br />of General Revenue Sharing Funds and finds them to be in proper form and expressive of Counci <br />policies in regard to necessary capital improvements. <br /> <br /> NOW, THEREFORE, BE ~T RESOLVED by the Council of the City of Portsmouth, Virginia that <br />the aforesaid Capital Improvements Plan for the years 1982-83 through 1986-87, and a One Year <br />Capital Improvement Program for 1982-83 are approved subject to later appropriation in thc <br />ordinary course of business of the City." <br /> <br />Ayes: Barnes, Beamer, Gray, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> The following reports~from the City Manager were presented: <br /> <br /> 82-203 "Consideration of an ordinance on first reading to appropriate $2,983,168 <br />from the Community Development Fund for the 1982 Community Development Program. <br /> <br /> This appropriation will provide the necessary funds for the 1982 Community Development <br />Program[ A public hearing on the 1982 Community Development Program was held June 7, 1982, <br />and thc program is scheduled for adoption by the City Council on June 22, i982. The funding <br />is comprised of the $2,409,000 entitlement for the 1982 program year plus $574,168 of program <br />income which is estimated to be available for the program year. The City Manager recommends <br />adoption on first reading.' <br /> <br /> On motion of Mr.s. Webb'and seconded by Mr. Gray, the following ordinance was approved on <br />first reading, and by unanimous vo~e: <br /> <br />"AN ORDINANCE TO APPROPRIATE $2,983,168 FROM THE CO~UNITY DEVELOPMENT FUND <br />FOR THE 1982 COMMUNITY DEVELOPMENT PROGRAM." <br /> <br /> Councilman Whitlow requested that the Housing Authority and City Manager to report back <br />before next meeting (June 22, 1982) by what possible means could the boundaries of the Craw- <br />ford Plan be expanded to the west side of Effingham Street and north side of High Street. <br /> <br /> 82-204 "Consideration of an ordinance to amend the Code of the City of Portsmouth <br />by amending Sections 9-21 and 9-25, and by repealing Sections 9-20 and 9-68 thereof, so as <br />to alter the existing boundaries of precincts 5 and 9, and to abolish precinct 4 making same <br />a part of precinct 5; by amending Sections 9-47 and 9-48 and by adding two new sections 9-44.1 <br />and 9-92.1 so as to alter the existing boundaries of precincts 32 and 33 and to create a new <br />precinct to be numbered 29 and to designate a voting place therefor. <br /> <br /> The Electoral Board has requested that Council adopt an ordinance altering the existing <br />boundaries of precincts as a result of the recent legislative reapportionment which created <br />separate Hquse of Delegate districts within the City. The City Manager recommends adoption." <br /> <br /> On motion of Mr. Barnes and seconded by Mrs. Webb, the following ordinance was adopted on <br />first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, <br />BY AMENDING SECTIONS 9-21 AND 9-25, AND BY REPEALING SECTIONS 9-20 AND 9-68 <br />THEREOF, SO AS TO ALTER THE EXISTING BOUNDARIES OF PRECINCTS 5 AND 9, AND <br />TO ABOLISH PRECINCT 4 MAKING SAME A PART OF PRECINCT 5; BY AMENDING SECTIONS <br />9-47 AND 9-48 AND BY ADDING TWO NEW SECTIONS 9-44.1 AND 9-92.1 SO AS TO ALTER <br />THE EXISTING FR~C!NCTTO BE NUMBERED 29 AND TO DESIGNATE A VOTING PLACE THEREOF." <br /> <br />Ayes: Barnes, Beamer, Gray, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> 82-205 "Consideration of a motion to designate the City owned recreation area in Suffol <br />as Portsmouth Park and Portsmouth Golf Course. <br /> <br /> This motion will change the name of Sleepy Hole Park and Sleepy Hole Golf Course to <br />Portsmouth Park and Portsmouth Golf Course. The City Manager recommends adoption." <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Whitlow, that S~leepM Hole Park and Sleepy <br />Golf Course be designated as Portsmouth Park and Portsmouth Golf Course and was adopted <br />unanimous vote. ' <br /> <br /> Hole <br />by <br /> <br /> 82-206 "Consideration of an ordinance to amend the City Code pertaining to Portsmouth <br />Golf Course and Portsmouth Park. <br /> <br /> This ordinance will amend certain sections of the City Code so as to change the name of <br />Sleepy Hole Park and Golf Course to Portsmouth Park and Portsmouth Golf Course. The City <br />Manager recommends adoption." <br /> <br /> On motion of Mr. Barnes and seconded by Mrs. Webb, the following ordinance was adopted on <br />first and final reading, and by the following vote: <br /> <br /> <br />
