lO0 <br /> <br />June 8, 1982 <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY <br />AMENDING SECTION g4-199ib) AND CHAPTER 24, ARTICLE IX THEREOF, PERTAINING TO <br />PORTSMOUTH GCLF COURSE AND PORTSMOUTH PARK RATES." <br /> <br /> - Ayes: Barnes, Beamer, Gray, Webb, Whitlow, Johansen <br /> Nays: None <br /> <br /> 82-207 "Consideration of a resolution requesting the Governor and the General Assembly <br />of Virginia to appoint a Portsmouth residentto the Board of Commissioners of the Virginia <br />Port Authority. <br /> <br /> The term of the Portsmouth resident on the Board of Commissioners of the Virginia Port <br />Authority will expire this year. This resolution requests the Governor and the General Assem- <br />bly to appoint a Portsmouth resident to that Board. The City Manager reccmmends adoption." <br /> On motion of Mr. Gray and seconded by Mr. Beamer, the following resolution was adopted, <br />and by the following vote: <br /> <br /> "A RESOLUTION REQUESTING THE GOVERNOR AND GENERAL &SSEMBLY OF VIRGINIA TO <br /> APPOINT A PORTSMOUTH RESIDENT TO THE BOARD OF COMMISSIONERS OF THE VIRGINIA <br /> PORT AUTHORITY. <br /> <br /> WHEREAS, the term of the current Portsmouth resident on the Board of Commissioners of <br />the Virginia Port Authority is scheduled to expire; and <br /> <br /> WHEREAS, the operation of the Portsmouth port facility has been and ccntinues to be one <br />of the most successful operations of such facilities in the Commonwealth; and <br /> <br /> WHEREAS, the Virginia Port Authority has acquired and continues to acquire substantial <br />land holdings and port related development property in the City of Portsmouth; and <br /> <br /> WHERBAS~. the entire operation of the port facility in <br />a part of the jurisdiction of the Virginia Port Authority <br />visions enacted by the General Assembly of Virginia; and <br /> <br />Portsmouth is scheduled to become <br />in 1985, subject to certain pro- <br /> <br /> WHEREAS, <br />the port faci <br />zens; and <br /> <br />the City of Portsmouth has supported and will continue to support development <br />lities in a manner which will be most beneficial to the well being of its citi- <br /> <br /> WHEREAS, the continued successful operation of the pert facilities is the foremost <br />objective of the Council of the City of Portsmouth. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />the Governor and General Assembly of Virginia be hereby requested to appoint a Portsmouth <br />resident to the Board of Commissioners of the Virginia Port Authority. <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk be, and she hereby is, instructed to forward <br />a copy of this resolution to the Honorable Charles S. Robb, Governor of the Commonwealth of <br />Virginia; the Honorable Richard J. Davis, Lieutenant Governor of the Commonwealth of Virginia <br />Senator Willard J. Moody; Delegate L. Eleaves Manning and Delegate Johnny S. Joannou." <br /> <br />Ayes: Barnes, Beamer, Gray, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> 82-208 "Consideration of a resolution requesting the Commonwealth of Virginia to partic <br />ipate in the Urban Park and Recreation Recovery Program by providing 15% of the funding for <br />approved grants in the State of Virginia; and, authorizing the City Manager to file a pre- <br />application for said grant. <br /> <br /> The City of Portsmouth has prepared a preliminary aFplication for a grant from the <br />National Park Service (UPARR) to fund a program to strengthen the City's Recreation Volunteer <br />Program. The grant would be in the amount of ~167.500 of which $142,375 would be the Federal <br />share (85%) and $25,125 would be the State match (15~). No local dollars would be required. <br />The proposed resolution requests that the State appropriate the required 15% local match. <br />Council's favcrable consideration is requested. The City Manager recommends adoption." <br /> <br />and <br /> <br /> On motion of <br />by the following vote: <br /> <br /> "A RESOLUTION P~EQUESTING THE COMMONWEALTH OF VIRGINIA TO PARTICIPATE IN THE <br /> URBAN PARK AND RECREATION RECOVERY PROGRAM BY PROVIDING 15% OF THE FUNDING <br /> FOR APPROVED GRANTS IN THE STATE OF VIRGINIA: AUTHORIZING THE CITY MANAGER <br /> TO FILE A PRE-APPLICATION FOR SAID GRANT CERTIFYING COMPLIANCE BY THE CITY OF <br /> pORTSMOUTH WITH NATIONAL PARK SERVICE REGULATIONS. <br /> <br />Mr. Beamer and seconded by Mr. Gray, the following resolution was adopted, <br /> <br /> WHEREAS, the City of Portsmouth has been selected to apply to the Urban Parks <br />tion Program for an innovation grant for the fiscal year 1982; and <br /> <br /> WHEREAS, the City of Portsmouth is eligible <br />ipation in the Urban Park and Recreation Recovery <br />Appropriations Act; and <br /> <br /> and Recrea- <br /> <br />to rec/eive these funds due to previous parti( <br />Program under the 1982 Interior Department <br /> <br /> WHEREAS, continued participation in the program will provide funds <br />tional facilities and provide training programs and materials in order <br />participation in such program; and <br /> <br />to rehabilitate recre~ <br />to strengthen voluntee~ <br /> <br /> <br />
