<br />At a regular meeting of the City Council held on June 8, 1982, there were present:

<br /> Rev. James D. Smith, Pastor, St. Christoper's Episcopal Church, opened the meeting with
<br />prayer, followed by the Pledge of Allegiance. A moment of silent prayer was held for Messrs.
<br />House, McGinnis, Hester, Gooden and Weth, who had departed ~om us since last Council meeting.
<br /> Mayor Johansen welcomed all visitors in attendance.
<br />
<br /> Motion of Mr. Beamer and seconded by Mr. Gray, minutes of the called meeting of May 25,
<br />1982; minutes of the regular meeting of May 25, 1982; and minutes of the called meeting of
<br />May 29, 1982, to be approved as received, and was adopted by unanimous vote.

<br /> 82-178 - The following ~rdinance approved on first reading a~ tke reqular meeting of May
<br />25, 1982, was taken up and read:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $3,800 FROM THE PUBLIC LAW LIBRARY FUND FOR THE
<br />OPERATION AND MJtlNTENANCE OF THE PUBLIC LAW LIBRARY."
<br />
<br /> On motion of Mr. Gray and seconded by Mr Beamer, the ordinance was adopted, and by the
<br />following vote:

<br /> 82-180 The following ordinance approved on first reading at the reguIar meeting of
<br />May 25, 1982, was taken up and read:

<br />"AN ORDINANCE TO APPROPRIATE $100,000 FROM THE DEBT SERVICE FUND FOR THE PAYMENT
<br />OF ADDITIONAL NOTE INTEREST ON BOND ANTICIPATION NOTES."

<br /> On motion of Mr. Gray and seconded by Mrs. Webb, the ordinance was adopted, and by the
<br />following vote:

<br /> 82-182 The following ordinance deferred from the regular meeting of May 25, 1982,
<br />was taken up and read:

<br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973,
<br />BY AMENDING SECTION 38-54 (b) PERTAINING TO METER RATES FOR WATER SUPPLIED
<br />TO CONSUMERS IN THE CITY OF CHESAPEAKE."
<br />
<br />Motion of Mrs. Webb and seconded by Mr. Beamer, to adopt the ordinance.
<br />
<br /> Motion of Mr. Barnes and seconded by Mrs. Webb, to amend the ordinance
<br />1000 gallons, th~t"al~th~i~ia~ns in Chesapeake will be paying the same rate,
<br />1982, and was adopted by unanimous vote.

<br />1986-87, and a one year Capita] Improvement Budget for 1982-83, deferred from
<br />May 25, 1982, was taken up:

<br />Motion of Mr. Beamer and seconded by Mr. Whitlow, to adopt the resolution.

<br /> Motion of Mr. Whitlow and seconded by Mrs. Webb, to amend the CZPefo~:82r. SS toprovide
<br />$750,000 for Crawford Harbor Improvements and $200,000 for miscellaneous Public Schools
<br />Maintenance Projects, and was adopted by unanimous vote.

<br />On motion, as amended, the following resolution was adoFted, and by the following vote:

<br />"A RESCLUTION APPROVING THE FIVE YEAR CAPITAL IMPROVEMENT PLAN FOR 1982-83
<br />THROUGH 1986-87, AND A ONE YEAR CAPITAL IMPROVEMENT PROGRAM FOR 1982-83.
<br />
<br /> WHEREAS, the City Manager has submitted to Council the Capital Improvements Plan for 1982
<br />83 through 1986-87; and
<br />
<br /> WHEREAS, the City Planning Commission, the Citizens Advisory Committee and the Municipal
<br />Finance Commission have reviewed said Plan; and
