<br />A RESOLUTION APFROVING AMENDMENT NO. d TO THE EFFINGHAM CONSERVATION AND REDEVELOPMENT PLAN
<br />FOR THE EFFINGHAM PROJECT.
<br />
<br /> WHEREAS, this Council by resolution adopted March 12, 1973, approved a Conservation and
<br />Redevelopment Plan for the Bffingham Project, Portsmouth, Virginia; and
<br />
<br /> WHEREAS, the~ has been presented to this body for consideration and approval a copy of
<br />an amended Conservation and Redevelopment Plan for the project area dated June, 1982, which
<br />plan consists of 20 pages and 3 exhibits of which only the Plan and Land Use Map are being
<br />amended; and
<br />
<br />WHEREAS, Amendment No. 4 proposes two land use changes; and
<br />
<br /> WHEREAS, sai~d~mendment No. 4 has been carefully reviewed and said Redevelopment Plan
<br />conforms to the Comprehensive Plan of the City of Portsmouth adopted June, 1980, and which
<br />serves as a general guide for development of the City as a whole; and
<br />
<br /> WHEREAS, the Portsmouth Redevelopment and Housing Authority has resolved that this
<br />~mendment is in the best interest of the City's renewal effort; and
<br />
<br /> WHEREAS, this Council is cognizant of the conditions that are imposed by the provisions
<br />of the Housing and Community Development Act of 1974, as amended, including those prohibiting
<br />discrimination because of race, age, color, creed, sex or national origin; and
<br />
<br /> WHEREAS, in tha judgment of this Council it is in the-interest of the City and its
<br />inhabitants that the said Amendment be approved.

<br />NOW,
<br />
<br />THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia:
<br />
<br /> Effingham
<br />
<br /> 1. That Amendment No. 4 to the Conservation and Redevelopment Plan for the
<br />Project, having been duly reviewed and considered, it is hereby found:
<br />
<br /> -~a) That the objectives of the Effingham Project, Portsmouth, Virginia, can be
<br />o~e~¢r,~¢h~ved~,bw~he ~ption of said Amendment.
<br />
<br /> · ~) That Amendment No. 4 for the project area conforms to the general plan for the
<br /> City of Portsmouth as a whole and continues to meet th~ requirements as a Conservation and
<br /> Redevelopment Project under Title 36 of the Code of Virginia, 1950, as amended.
<br />
<br /> 2. That Amendment No. a to the Effingham Conservation and Redevelopment Plan for the
<br />Effingham Project, having been duly reviewed and considered, is hereby approved and the City
<br />Clerk is hereby directed to file a copy of said Amendment with the minutes of this meeting."

<br /> Consideration of a resolution approving Amendment No. 2 to the Southside III
<br />Redevelopment Plan for the Southside III Redevelopment Project.
<br />
<br /> This resolution approves Amendment No. 2 to the Southside III Redevelopment Plan,
<br />which adds certain property to the project area. The amendment has been carefully reviewed
<br />and it is believed that the objectives of the Sou~hside III Redevelopment Plan can be bette~
<br />achieved by adoption of this amendment. The City Manager recommends adoption."

<br /> On motion of Mrs. Webb and seconded by Mr. Oast the following resolution was adopted,

<br /> WHEREAS, this Council by resolution adopted February 24, 1976, approved a Redevelopment
<br />Plan for the Southside III Redevelopment Project, Portsmouth, Virginia; and
<br />
<br /> WHEREAS, there has been presented to this body for consideration and approval, a copy
<br />an amended Redevelopment Plan for the project area dated June, 1982, which plan consists of
<br />pages and 2 exhibits; and
<br />
<br /> WHEREAS, Amendment No. 2 proposes to add certain property to the project area; and
<br />
<br /> 'WHE~E~, said Amendment No. 2 has be~n carefully reviewed and said Redevelopment Plan
<br />conforms to the Comprehensive Plan for the City of Portsmouth adopted June, 1980, which is
<br />used as a guide for development of the City of Portsmouth as a whole; and
