128 <br /> <br />July 13, 1982 <br /> <br />82-254 "Consideration of a resolution expressing the gratitude and commendation of the <br />City Council to Susan Stewart and the Portsmcuth Seawall Festival Committee and particiFating <br />organizations. <br /> <br /> This resolution expresses Council's gratitude for the great success achieved by this <br />year's expanded Seawall Festival and commends the festival committee for its hard work and <br />dedication. The City Manager recommends adoption." <br /> <br /> On motion of Mr. Gray and seconded by Mr. Whitlow the following resolution was adooted, <br />and by the following vote: <br /> <br />"A RESOLUTION EXPRESSING THE GRATITUDE AND COMMENDATION OF CITY COUNCIL TO <br />SUSAN STEWART AND THE PORTSMOUTH SEAWALL FESTIVAL COMMITTEE AND PARTICIPATING <br />ORGANIZATIONS. <br /> <br /> WHEREAS, the 1982 Portsmouth Seawall Festival Committee planned and coordinated the <br />Festival's expansion from its original designation of three days to six weeks of entertainment <br />sports, cultural and educational programs; and <br /> <br /> WHEREAS, a total of twenty-four Festival programs with twenty-one different sponsors <br />elicited strong cooperation and hard work from so many public and private sector organizations <br />and <br /> <br /> WHEREAS, numerous sponsors have reported record-breaking attendance at their event <br />as well as increased participation by volunteers in the community; and <br /> <br /> WHEREAS, the Festival Spirit has been felt and enjoyed throughout the City to the <br />benefit of Pcrtsmouth and its residents from May first through June fifteenth. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth that <br />hereby expresses its gratitude and commendation to Chairman Susan Stewart and ~he <br />Seawall Festival Committee and all participating agencies, businesses, clubs, and <br />individuals for their dedicated and successful efforts on behalf of the City.' <br /> <br />it <br />Portsmouth <br /> <br />Ayes: Beamer, Gray, Holley, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> Motion;of Mrs. Webb and seccnded by Mr. Gray to authorize approval as requested to plan <br />next years (1983) events for the Portsmouth Seawall Festival Gommittee with Susan Stewart as <br />Chairman ~-~p~e~ b~animous vote. <br /> <br /> 82-255 <br />abate and the <br />the following <br /> <br />"Consideration of a motion authorizing the Commissioner of R~venue to <br />the City Treasurer to refund personal property taxes collected in error to <br />persons: <br /> <br />(a) Mr. Henry Boone $122.21 <br />(b) Equilease Corp. $3,919.00 <br /> <br />(c) Mr. Joshua Grimes, IV $268.40 <br /> <br />(d) Ms. Priscilla D. Edmond $159.04 <br /> <br />(e) Mr. Charles E. Lemmond $18.40 <br /> <br /> The above listed amounts have been verified as having been paid in error by the <br />Commissioner of Revenue and he recommends abatement and refund." <br /> <br /> Motion of Mr. Gray and seconded by Vice Mayor Beamer that authorization <br />abate and refund personal property ~axes on above persons and amounts listed, <br />adopted by unanimous vote. <br /> <br />be granted to <br />and was <br /> <br />- NEW BUSINESS <br /> <br /> 82-256 Gerri H. Barner, <br />Leadership Stetting Committee, <br />she urged the city to be more <br /> <br />1417 Mt. Vernon Avenue,representing the Martin Luther King <br />applauded the council for re-electing Beamer vice mayor, and <br />sensitive to blacks and women. <br /> <br /> 82-257 - D. M. Townes, 2320 Azalea Avenue, representing Godfathers Den/Hit City Records <br />complained that an annual picnic sponsored by his organization had been denied a permit to <br />use Frank D. Lawrence Stadium after he said city officials agreed to let them use the <br />facility July 17. <br /> <br /> <br />
