"AN ORDINANCE TO APPROPRIATE $12,000. FROM THE CAPITAL IMPROVEMENT FUND FOR THE CONSTRUCTION OF BREADWATER BARRIERS AND BOAR PIERS IN CRAWFORD HARBOR." 82-244 "Consideration of an ordinance to amend the Code of the City of Portsmouth by amending Chapter 35 pertaining to taxation of personal property and real estate. This ordinance amends the City Code so as to clarify the City's current policy refund of erroneous tax assessments. This policy conforms to the enabling State legislation and the City Manager recommends adoption." on On motion of Mr. Gray and seconded by Mr. Whitlow the following ordinance was adopted on first and final reading and by the following vote: "AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY AMENDING CHAPTER 35, PERTAINING TO TAXATION OF PERSONAL PROPERTY AND REAL ESTATE." Ayes: Beamer, Gray, Holley, Webb, Whitlow, Johansen Nays: None 82-245 "Consideration of an ordinanc~ on first reading to appropriate $10,000 from the Capital Improvement Fund for the reconstruction of Florida Avenue. This appropriation will provide funds to complete the necessary engineering, survey and design work for the reconstruction of Florida Avenue. This project will provide sanitary sewerage, storm drainage facilities and street improvements on Florida Avenue between London Boulevard and Portland Street. The City Manager recommends adoption on first reading." On motion of Vice Mayor Beamer, and seconded by Mr. Gray the following ordinance was approved on first reading by unanimous vote~ "AN ORDINANCE TO APPROPRIATE $10,000'. FROM THE CAPITAL IMPROVEMENT FUND FOR ENGINEERING, SURVEY AND DESIGN WORK FOR THE RECONSTRUCTION OF FLORIDA AVENUE LONDON BOULEVARD AND PORTLAND STREET." BETWEEN 82-246 "CONSIDERATION OF AN ORDINANCE ON FIRST READING TO APPROPRIATE $265,642 from the Capital Improvement Fund for the paving of various streets throughout the City. Due to routine and continuing deterioration of streets throughout the City, this project has been scheduled to provide slurry seal protection this construction season to those streets whose condition will most benefit from this type treatment. This project supplements the plant mix overlay project presently under contract. An appropriation of $265,642 is needed to permit award of a contract following bid opening on July 8, 1982. This project is included in the 1982-87 Capital Imporvment Program on page 31. The City Manager recommends adoption on first reading. On motion of Mrs. Webb and seconded by Mr. Gray the following ordinance was approved on first reading: "AN ORDINANCE TO APPROPRIATE $265,642. FROM THE CAPITAl IMPROVEMENT FUND FOR THE PLACEMENT OF EMULSIFIED ASPHALT SLURRY SEA1 ON APPROXIMATELY 428,590 SQUARE YARDS OF STREET PAVEMENT." 82-247 "Consideration of an ordinance to amend Section 23-465 of the City Code pertaining to license taxes for motor vehicles. This ordinance clarifies the situs for for motor vehicle license tax purposes,and is in accordance with changes in State law. The City Manager recommends adoption."
