July 13, 1982 <br /> <br />Capital Improvement <br />for construction of <br />first reading." <br /> <br />Program authorizes funds to <br />the Crawrod Harbor Marina. <br /> <br />be appropriated in Fiscal Year 1982-83 <br />The City Manager recommends adoption on <br /> <br /> On motion of Mr. Gray and seconded by Vice Mayor Beamer the following ordinance was <br />approved on first reading by unanimous vote. <br /> <br />"AN ORDINANCE TO APPROPRIATE $12,000. FROM THE CAPITAL IMPROVEMENT FUND <br />FOR THE CONSTRUCTION OF BREADWATER BARRIERS AND BOAR PIERS IN CRAWFORD <br />HARBOR." <br /> <br /> 82-244 "Consideration of an ordinance to amend the Code of the City of Portsmouth <br />by amending Chapter 35 pertaining to taxation of personal property and real estate. <br /> <br /> This ordinance amends the City Code so as to clarify the City's current policy <br />refund of erroneous tax assessments. This policy conforms to the enabling State <br />legislation and the City Manager recommends adoption." <br /> <br />on <br /> <br /> On motion of Mr. Gray and seconded by Mr. Whitlow the following ordinance was adopted <br />on first and final reading and by the following vote: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY <br />AMENDING CHAPTER 35, PERTAINING TO TAXATION OF PERSONAL PROPERTY AND REAL ESTATE." <br /> <br />Ayes: Beamer, Gray, Holley, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> 82-245 "Consideration of an ordinanc~ on first reading to appropriate $10,000 from <br />the Capital Improvement Fund for the reconstruction of Florida Avenue. <br /> <br /> This appropriation will provide funds to complete the necessary engineering, survey <br />and design work for the reconstruction of Florida Avenue. This project will provide <br />sanitary sewerage, storm drainage facilities and street improvements on Florida Avenue <br />between London Boulevard and Portland Street. The City Manager recommends adoption on <br />first reading." <br /> <br /> On motion of Vice Mayor Beamer, and seconded by Mr. Gray the following ordinance was <br />approved on first reading by unanimous vote~ <br /> <br />"AN ORDINANCE TO APPROPRIATE $10,000'. FROM THE CAPITAL IMPROVEMENT FUND FOR <br />ENGINEERING, SURVEY AND DESIGN WORK FOR THE RECONSTRUCTION OF FLORIDA AVENUE <br />LONDON BOULEVARD AND PORTLAND STREET." <br /> <br />BETWEEN <br /> <br /> 82-246 "CONSIDERATION OF AN ORDINANCE ON FIRST READING TO APPROPRIATE $265,642 from <br />the Capital Improvement Fund for the paving of various streets throughout the City. <br /> <br /> Due to routine and continuing deterioration of streets throughout the City, this <br />project has been scheduled to provide slurry seal protection this construction season <br />to those streets whose condition will most benefit from this type treatment. This <br />project supplements the plant mix overlay project presently under contract. An appropriation <br />of $265,642 is needed to permit award of a contract following bid opening on July 8, 1982. <br />This project is included in the 1982-87 Capital Imporvment Program on page 31. The City <br />Manager recommends adoption on first reading. <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Gray the following ordinance was approved <br />on first reading: <br /> <br />"AN ORDINANCE TO APPROPRIATE $265,642. FROM THE CAPITAl IMPROVEMENT FUND FOR THE <br />PLACEMENT OF EMULSIFIED ASPHALT SLURRY SEA1 ON APPROXIMATELY 428,590 SQUARE YARDS <br />OF STREET PAVEMENT." <br /> <br /> 82-247 "Consideration of an ordinance to amend Section 23-465 of the City Code <br />pertaining to license taxes for motor vehicles. <br /> <br /> This ordinance clarifies the situs for for motor vehicle license tax purposes,and is <br />in accordance with changes in State law. The City Manager recommends adoption." <br /> <br /> On motion of Vice Mayor Beamer and seconded by Mr. Whitlow the following ordinance <br />was adopted on first and final reading and by the following vote: <br /> <br /> <br />
