<br />AMENDING SECTION 23-465 THEREFORE, PERTAINING TO LICENSE TAXES FOR MOTOR VEHICLES."

<br /> 82~248 ~ "Consideration of an ordinance to amend the City Code, by amending Sections
<br />39-1, 39-10, 39-11, and 39-13 pertaining to inoperative motor vehicles; and, by adding
<br />to Chapter 23, Section 23-470.1 pertaining to license tax for motor vehicles not
<br />displaying current license plates.
<br />
<br /> This ordinance amends certain sections
<br />unlicensed motor vehicles; and, brings the
<br />the State law. The City Manager recommends
<br />
<br />of the City Code pertaining to inoperative and
<br />City into compliance with recent changes to
<br />adoption."

<br /> 82-249 "Considerat.ion of an ordinance to amend Sections 21-23 and 21-24 of the City
<br />Code pertaining to penalties for conviction of driving under the influence.
<br />
<br /> This ordinance increases the penalties for conviction of driving under the influence
<br />of alcohol. These changes to the City Code will bring the City Code sections pertaining
<br />to this traffic offense in line with the State Code. The City Manager recommends adoption."

<br /> 82-2S0 "Consideration of an ordinance to amend Chapter 38 of the City Code by
<br />adding Section 38-83 pertaining to damage to waste water facilities.
<br />
<br /> This ordinance allows the City to recover costs for removal of obstructions and/or
<br />repair of waste water facilities of the'City from any person causing or contributing to
<br />such deposit, obstruction or damage. The City Manager recommends adoption."
<br />
<br /> On motion of Mr. Whitlow and seconded by Vice Mayor Beamer the following ordinance was
<br />adopted on first and final reading, and by the following vote:

<br /> 82-251 - "Consideration of a resolution authorizing the issuance of $2,320,000 of
<br />General Obligation Bonds of the City of Portsmouth, Virginia, for the purpose of providing
<br />funds to pay the cost of Various improvement projects of such City and authorizing and
<br />providing with respect to the issuance and sale of a like principal amount of General
<br />Obligation Bond Anticipation Notes in anticipation of the issuance and receipt of the
<br />proceeds of sale of such bonds.
<br />
<br /> This resolution provides the funding for the 1982-83 Capital Improvement Program.
<br />Together with previous resolutions totaling $19,072,615 this resolution brings the
<br />total general obligation bond authorization to date to $21,392,615. The City Manager
<br />recommends adoption."
