July 13, 1982 <br /> <br />At a regular meeting of the City Council held on July <br /> <br />J.~ B. Johansen, Ben A. Beamer, Sr., J. Robert Gray, James W. Holley, <br />Morton V. Barnes <br /> <br />13, 1982, there were present: <br /> <br /> III, Gloria O. <br /> Assistant City <br /> <br />Webb <br /> <br />Vice Mayor Beamer opened the meeting with prayer, followed by the Pledge of Allegiance, <br />Mayor Johansen welcomed all visitors in attendance. Mayor Johansen announced Mr. Hanbur' <br />appointment as City Manager. He also stated our City Clerk, Corinna Jeffreys was absent from <br />the Council meeting because of a broken hip. <br /> <br /> Motion of Mrs. Webb and seconded by Mr. Gray, minutes of the called meeting of <br />June 22, 1982; and minutes of the regular meeting of June 22, 1982 to be approve&-"as <br />received and was adopted by unanimous vote. <br /> <br /> 82-240 Certificates of Appreciation were presented by Mayor Johansen, to <br />Matthew E. Peanort, Sr., William H. Kline of the Portsmouth School~Board, and <br />Dr. James W. Holley, III, of the Municipal Finance Commission for their services rendered. <br /> 82-241 ELECTION OF VICE MAYOR - Mayor Johansen asked for nominations. <br /> Mrs. Webb nominated Ben A. Beamer, Sr. <br /> - Upon mot~ made, nominations wer~ c'lose~ by nnan~mous ~ot~e.. ~ <br /> Councilman Beamer as Vice ~yor was taken <br /> Gray, Holley, Webb, Whitlow, Johansen <br /> <br />The following vote for <br /> Ayes: Beamer, <br />Nays: None <br />Ben A. Beamer, Sr. was <br /> <br />elected for a term of two years as Vice Mayor <br /> - UNFINISHED BUSINESS - <br /> <br /> 82-120 (c) The following Ordinance approved on first reading at the regular meetmug <br />of June 22, 1982, was taken up and read. <br /> <br />"ZONING AMENDMENT ORDINANCE Z 82-'5." <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Gray, <br />of Constitution Avenue, south.~and west of Scotts Creek, <br />W-1-K was adopted and by the following vote: <br /> <br />the Ordinance to rezone a parcel east <br />from Residential R-75 to Waterfront <br /> <br />Ayes: Beamer, Gray, Holley, Webb., Whitlow, Johansen <br />Nays: None <br /> <br /> 82-220 The following Ordinance approved on first reading at the regular meeting of <br />June 22, 1982 was taken up and read. <br /> <br />"AN ORDINANCE TO APPROPRIATE $3,520,000. FROM THE PUBLIC UTILITY FUND FOR THE <br />PAYMENT OF PRINCIPAL OF AND INTEREST ON $3,200,000. GRANT ANTICIPATION NOTES." <br /> <br /> On motion of Mr. Whitlow and seconded by Mr. Gray the ordinance was adopted and by <br />the following vote: <br /> <br />Ayes: Beamer, Gray, Holley, Webb, Whitlow, Johansen <br />Nays: None <br /> <br />The following reports from the City Manager were presented: <br /> <br /> 82-242 - "Consideration of an ordinance on first reading to appropriate $12,000 from <br />the Capital Improvements Fund for installation of a sanitary sewer line for the Crawford <br />Harbor Marina Master's Facilities. <br /> <br /> The 1982-87 Capital Improvement Program authorizes monies in Fiscal Year 1982-83 <br />for construction of the Crawford Harbor Marina. This ordinance will appropriate $12,000 <br />for the installation of a sanitary sewer line necessary to serve the Harbor Master's House <br />in the proposed marina. The City Manager recommends adoption on first reading." <br /> <br /> On motion of Vice Mayor Beamer and seconded by Mrs. Webb to following ordinance was <br />approved on first !reading by unanimous vote. <br /> <br />"AN ORDINANCE TO APPROPRIATE $12,000. FROM THE CAPITAL IMPROVEMENT FUND FOR <br />SANITARY SEWERS IN COMMECTION WITH THE CRAWFORD HARBOR MARINA." <br /> <br /> 82-243 "Consideration of an ordinance on first reading to appropriate $12,000. from <br />the Capital Improvement Fund for construction of breakwater barriers and boat piers in <br />Crawford Harbor. <br /> <br /> This appropriation will provide funds necessary to revise existing plans, prepare bid <br />specifications and obtain the necessary permits for the construction of breakwater barriers <br />and boat piers in Crawford Harbor as part of the Waterfront Development Plan.
