August 10, 1982 82-296 "Consideration of a motion to award bid to the lowest responsible bidder for enovation of the Academy Park Elementary School to be used as a recreation center. The low bid for renovation construction was received from G. L. Cline & Sone, Inc., in the mount of $122,884. No Further appropriation will be required as the balance of a previous ppropriation is sufficient for the construction. The City Manager recommends adoption." Motion Of Mr. Beamer and seconded by Mrs. Webb to award contract to G. L. Cline g Son, Inc., eing the lowest responsible bidder in the amount of ~122,884. was approved by 6- l~itlow) vote. 82-297 "Submission by the City Treasurer~of a listing of Delinquent Real Estate Taxes or the the year ending June 30, 1982. The Delinquent Tax listing has been submitted by the City Treasurer and a copy has been laced in the Portsmouth Public Library. An analysis of the delinquent taxes including comparisons ith prior years has been completed by the Department of Finance and is attached for your informati Mr. Barnes, Ask the City Attorney to review the amount being paid in penalty and interest ares. And prepare a report for submission to the Virginia Municipal League, to see if legislation an be changed to allow localities to charge a higher percentage for penalty.
