Mr. Fasick was appointed by unanimous vote. <br /> 82-301 Jack P. Barnes announced that the new rules of order for council have been <br />prepared and coFies will be available beginning Wednesday, Aug. 11. Mr. Beamer invited comments <br />from Citizens on the changes before a vote is taken. <br /> 82-302 Harvey~,N~ Johnson, Jr., STOP Organization, P. O. Box 1078 Norfolk. <br /> Motion of Mr. Beamer and seconded by Mrs. Webb to suspend rules for Mr. Johnson to <br />have mcre time to speak, was adopted by unanimous vote. <br /> Mr. Johnson presented a package of public housing alternatives prepared by the Portsmouth <br />Emergency Housing Coalition for Council's consideration. (S~e E±hibit 82~302) <br /> Mr. Whitlow thanked Mr. Johnson and Coalition for their hard work and ask City Manager , ,~ <br /> to study proposal. Mr. Hanbury said he ~ill ask staff and P.R.H.A. to study proposal, an8 repot <br /> to Council. <br /> Mrs. Webb thanked Mr. Johnson and Coalition for their Frop~sal. <br /> Mr. Holley suggested inviting group in ~o discuss Council findings, in order to have <br /> Citizens input. <br /> <br /> 82-303 John Gray Wallace, 810 Lancer Drive, commended council and mayor on work on <br />Payments-in-lieu of taxes, and commended council on suspending rules to allow speakers more <br />time to speak. <br /> 82-304~ ~ Jim Hartley, 43 E. Pollux Circle, spoke on citizens participation on the <br />new rules of order, Capital Improvement Budget, and the housing situation in our City. <br /> <br /> 82-305 - Mr. Barnes, announced due to pressing Company business he had been absent from <br />the regularly scheduled Council meetings of July 13, 27 and August 9, !9~2.
