153 August 24, 1982 BE IT FURTHER RESOLVED that the City Clerk be, and she hereby is, a copy of this Resolution to the Chairman of the Joint Subcommittee on Meals and Lodging, and to Senator Willard J. Moody, Delegate L. Cleaves John S. Joannou." authorized to forward Local Taxation of Manning and Delegate Ayes: Barnes, Beamer, Gray, Holley, Webb, Whitlow, Johansen Nays: None 82-322 - "Consideration of a resolution appointing viewers for the closing of a portion of Commerce Street between Chautaqua Avenue and Virginia Avenue; and paper alleys which extend north and south frlm that portion of Commerce Street. ~_ .T~e. Indus~lal Development Authority has made application to close a portion of Commerce mrree~ ~erween ~nautauqua_and Virginia Avenues as well as~the paper alleys which extend to the north and south thero~. These closures will consulid~te the parcel for ease of development and the Planning Commission has recommed a~proval. This resolution will appoint viewers in accordance with State law. The City Manager recommends adoption. WHEREAS, the Indust'-ial Development Authority of th~ City of Portsmouth has made application to vacate, cl{~se and discontinue the hereinafter-described portions of cernain streets and alleys; and it appearing that Notice of AppliCation and Request for the Appointment of Viewers was duly advertised according to law. PARCEL II 10 FOOT ALLEYWAY All that certain portion of a 10 foot alley-way running south from the southern right-of-way line of Commerce Street between Chautauqua Avenue and Virginia Avenue for a distance of 40D feet; and all of that certamn alleyway running north from ~he northern right-of-way line of Commerce Street between Chautauqua Avenue and Virginia Avenue for a distance of 249 feet to the southern terminus of Shea Court. (S-82-9) Ayes: Barnes, Beamer, Gray, Holley, Webb, Whitlow, Johansen Nays: None 82-323 "Consideration of a motion authorizing a partial refund of personal property taxes. This motion will authorize a refund of $32, without interest, to Mr. William T. Clark, ~8 Nicholson Street. Mr. Clark has a 19~8 camping trailer a~d was assessed for a 1980 camping trailer; therefore, a refund of $32 is due the taxpayer. Th~ City Manager recommends adoption." Motion of Mr. Gray and seconded ~y Mrs. Webb to authorize a partial refund without interest in the amount of $32. to Mr. William . Clark, was adopted b~ unanimous vote. 82-323(a) - "Consideration of a resolution expressing Council's support for private ~wnership of the new postal facility. On motion of Mrs. Webb and seconded by Mr. Gray the following resolution was adopted and ~y the following vote: "A RESOLUTI3N EXPRESSING COUNCIL'S SUPPORT FOR PRIVATE OWNERSHIP OF THE NEW POSTAL FACILITY. WHEREAS, the United States Postal Service purchased land in the City of Portsmouth at the intersection of Broad Street and Meander Road, north of London Boulevard, for the construction of a postal facility; and
