154 <br /> <br />August 24, 1982 <br /> <br /> WHEREAS, in excess of sixty percent (60%) of the real property in the City of Portsmouth <br />generates no real property tax revenues or other payments in lieu of taxes; and <br /> <br /> WHEREAS, if said facility was owned by the U. S. Postal Service, <br />the tax exempt category of real property; and <br /> <br />same would be added to <br /> <br /> WHEREAS, in view thereof, the City of Portsmouth urged that a construct and lease <br />format be utilized which would permit private ownership of the facility and thus place same <br />on the real property tax rolls of the City of Portsmouth; and <br /> <br /> WHEREAS, the United States Postal Service's bid proposal indicated that it would <br />consider bids on the basis of Postal Service ownership (non-taxable), or a lease-back for <br />private construction and ownership (taxable); and <br /> <br /> WHEREAS, discussion with private developers who have expressed an interest in submitting <br />leas-back proposals suggest that the format used artificially supports Postal Service ownershi <br />and that the abbreviated time frame allowed for preparation an submission of bids would <br />negate the use of ~nnovative financing for private ownership of the facility; and <br /> WHEREAS, the Council of the City of Portsmouth is vitally interested in seeing the <br />facility developed in a manner which meets the needs of the Postal Service, but at the same <br />time, addresses the critical concerns of the City of Portsmouth as to its tax exempt <br />properties. <br /> <br /> NOW, THEREFORE, B£ IT RESOLVED that the Council of the City of Portsmouth expresses its <br />commitment to the use of private ownership for the new postal facility, and to that end, <br />requests that the bid opening date for the facility be delayed until such time as the factor <br />for bid equalization be revised in the most equitable light as possible and to assure a <br />reasonable period of time for private developers to explore the use of innovative financing <br />for private ownership of the facility. <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk be, and she hereby is, directed to forward <br />copies of this resolution to the appropriate officials of the United States Postal Service, <br />and to Senator Harry F. Byrd, Jr., Senator John W. Warner,~ and Congressman Robert W. Buchanan, Mrs. Kay Cherry, Dr. Harry Jenkins, Mrs. <br />a term of three years,, expiring July 31, 1985. <br /> <br /> 82-325 Ctis Bond, 1108 Wilcox Avenue, representing <br />conditions of street, gutter and drainage ~ond~ons', in <br />Council a letter from Mr. McGinnis about the conditions. <br /> <br /> Mayor Johansen asked the City Manager <br />matter. <br /> <br />Roosevelt Harmon, Sr., term <br /> <br /> Ella Poss, reappointed for <br /> <br /> the Harrison Ward, spoke on <br /> the Brighton section. He showed <br /> <br />touch with Mr. Bond and look into the <br /> <br />to get in <br /> <br /> 82-326 <br /> <br /> Motion of Mr. Beamer and seconded by Mr. Holley <br />to speake was approved by unanimous vote. <br /> <br /> Mr. Barnes responded to Mr. Wallace that he is willing to listen to citizens at any <br />but during Council meetings tim~alloca%ion-may-be ~eces~ary ~to m~intain~order. <br /> 82-327 - Mr. Barnes asked the City Attorney to look into our laws on driving under <br />influence of drugs and report back to Council. <br /> <br /> 82-328 - Mr. Holley asked City Manager to notify State Highway Department of weed <br />conditions along highways. <br /> <br />John Wallace, 810 Lancer Drive, as a late speaker, on the Rules of Older. <br /> <br /> to suspend the rules to allow Mr. Wallace <br /> <br />time. <br /> <br />the <br /> <br />On motion meeting adjourned. <br /> <br />City Clerk <br /> <br /> <br />
