151 <br /> <br />August 24, 1982 <br /> <br />"AN ORDINANCE CLOSING A PORTION OF THE FOLLOWING STREETS: <br />IVE~ PLACE, PARADISE STREET, AND LEE STREET." <br /> <br />LINDSAY AVENUE, G STREET, <br /> <br />Ayes: Barnes, Beamer, Gray, Hollo?, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> 82-314 <br />BSuleYard. <br /> <br />"Consideration of an ordinance closing a portion of Mascott Street and Frederick <br /> <br /> The City of Portsmouth has made application to vacate and close a portion of the above <br />named streets. Viewers were appointed by resolntion on July 27, 1982, pursuant to State law. <br />Attached to the ordinance is a copy of the viewers report recommending closure and a map show- <br />ing the portions to be closed. The Planning Commission, the viewers and the City Manager <br />recommend adoption." <br /> <br /> The City Manager recommended that this item be deferred to the next Council meeting on <br />September 7, 1982. <br /> <br /> Motion of Mr. Gray and seconded by Mr. Whitlow to defer item as recommended by City <br />Manager and approved by unanimous vote. <br /> <br /> 82-315 "Consideration of an ordinance authorizing the issuance of $9,850,000 of <br />Public Utility Bonds for the purpose of making capital improvements, extensions and addition <br />to the City's revenue producing water and sewer system. <br /> <br /> This ordinance will authorize the City Attorney to take such steps as may be necessary <br />to have included in the November 2, 1982, general election a referendum on the issuance of <br />$9,850,000 of Public Utility Bonds for the purpose of making capital improvements, extensions <br />and additions to the City's water and sewer system. The City Manager recommends adoption." <br /> <br /> Mr. Holley and Mr. Barnes asked that the public be made aware of the particulars of the <br />Bonds. <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Gray the following ordinance was adopted <br />and by the following vote: <br /> <br />"AN ORDINANCE TO AUTHORIZE THE ISSUANCE OF NINE MILLION, EIGHT HUNDRED FIFTY THOUSAND <br />DOLLARS OF BONDS TO BE KNOWN AS PUBLIC UTILITY BONDS FOR THE PURPOSE OF MAKING <br />CAPITAL IMPROVEMENTS, EXTENSIONS AND ADDITIONS TO THE CITY OF PORTSMOUTH~S REVENUE <br />PRODUCING WATER AND SEWER SYSTEM, PURSUANT TO ARTICLE VII, SECITON 10 (a) (2) OF THE <br />1970 CONSTITUTION OF VIRGINIA, AND CHAPTER 5 OF THE TITLE 15.1 OF THE CODE OF VIRGINIA." <br /> <br />Ayes: Barnes, Beamer, Gray, Holtey, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> 82-316 "Consideration of a motion renaming the recreation <br />in Suffolk, known as Portsmouth Park and Portsmouth Golf Course, <br />Golf Course and Park. <br /> <br />facility owned by Portsmouth <br />to Portsmouth Sleepy Hole <br /> <br /> This motion and <br />rename the recreation <br />adoption." <br /> <br />the following ordinance are necessary in order to officially <br />facility owned by Portsmouth in Suffolk. The City Manager <br />recommends adoption." <br /> <br /> Motion of Mr. Whitlow and seconded by Mrs. Webb to defer the item was adopted by a vote <br />of 6-1 (Holley). <br /> <br /> 82-318 "Consideration of an ordinance to amend the Cfty Code by amending Sections 2-17, <br />2-49, and 2-56 pertaining to City Council. <br /> <br /> Council's Rules of Procedures <br />Rules of Procedure.
