<br /> This appropriation will provide the necessary funds to construct four tee to green cart
<br />paths at holes 2, 6, 13, and 15 and several short paths in the vicinity of the clubhouse at
<br />the Portsmouth Golf Course. Funding for this appropriation is being derived from an authorized
<br />but unappropriated project contained in the 1981-82 Capital Improvement Program which has
<br />been indefinately postponed. The City Manager recommends adoption on first reading.
<br />
<br /> On motion of Mr. Whitlow and seconded by Mr. Gray the following ordinance was approved on
<br />first reading, and by unanimous vote:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $30,000 FROM THE CAPITAL IMPROVEMENT FUND FOR IMPROVEMENTS
<br />AT THE PCRTSMOUTH SLEEPY HOLE GOLF COURSE."

<br /> 82-312(a) -"Consideration Of a resolution authorizing the City Manager to accept a grant
<br />for up to $800,000 from the Economic Development Administration (EDA) and to commit up to
<br />$200,000 in local government matching funds for infrastructure improvements along Elm Avenue
<br />and Veneer Road.
<br />
<br /> The City has committed to $1,000,000 in public improvements (new water line, sewer force
<br />and indust±ial access road) to serve the $5,000,000 shipyard/ship repair facility to be
<br />constructed by Allied Repair Service; and, has applied to EDA for a Public Wirks Grant to fund
<br />80% of these improvements. This resolution authorizes the City Manager to aceept the award of
<br />grant and commit up to $200,000 in local matching funds. The City Manager recommends adoption.

<br /> On motion of Mrs. Webb and seconded by Mr. Barnes the following resolution was adopted
<br />and by the following vote:

<br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO ACCEPT A GRANT FOR UP TO $800,000 F.ROM
<br />THE ECONOMIC DEVELOPMENT ADMINISTRATION AND TO COMMIT UP TO $200,000 LOCAL GOVERNMENT
<br />MATCH FOR INFRASTRUCTURE IMPROVEMENTS ALONG ELM AVENUE AND VENEER ROAD.

<br /> WHEREAS, the Portsmouth
<br />agreement with Allied Repair
<br />and
<br />
<br />Ports and Industrial Commission has signed a lease/purchase
<br />Service, Inc. for the Kerr McGee Industrial Development site;
<br />
<br /> WHEREAS, the terms of the lease/purchase agreement state that Allied Repair Service will
<br />construct a five million dollar shipyard/ship repair facility, upon installation by the City
<br />of a new water line, a sewer force main and an industrial access road to the site; and
<br />
<br /> WHEREAS, Allied Repair Service projects to create seven hundred (700) new jobs at the
<br />site when fully operational; and
<br />
<br /> WHEREAS, the City applied to the Economic Development Administration for a Public Works
<br />Grant to fund 80~ of the one million dollars required for public improvements; and,
<br />
<br /> WHEREAS, the City has received notice that
<br />agreed to fund the inftrastructure imporvements
<br />local government match.

<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that
<br />the City Manager is authorized to commit up to Two Hundred Thousand and 00/100 ($200,000)
<br />Dollars and to accept a Grant for up to $800,000 by the Economic Development Administration."

<br /> 82-312(b) "Consideration of an ordinance to appropriate $44,000 from the Capital
<br />Improvements fund for surveying, design and Froject administration of the access road improve-
<br />ments for the Kerr McGhee Industrial Development Site.
<br />
<br /> The 1981-86 Capital Improvement Program authorizes monies to be utilized for completion of
<br />the Access Road Improvements for Allied Repair Services' proposed shipyard (old Kerr McGhee sit,
<br />Funding for this project consists of an 80% Federal Grant with 20% matching City funds. At thi~
<br />time, we request an appropriation of $44,000 to cover the costs of surveying, design and
<br />project administration. The City Manager recommends adoption onafirst reading."

<br /> On motion of Mr. Gray and seconded by Mr. Whitlow the following ordinance was approved
<br />on first reading and by unanimous vote:

<br /> 82-313 "Consideration of an ordinance closing a portion of the following streets:
<br />Lindsay Avenue, G. Street, Ivey Place, Paradise Street, and Lee Street.
<br />
<br /> The City of Portsmouth has made application to vacate and close portions of the above
<br />named streets. Viewers were appointed pursuant to State law on July 27, 1982. Attached to
<br />the ordinance is a copy of the v~ewers report recommending approval and a map showing the porti
<br />to be closed. The Planning Commission, viewers and City Manager recommend adoption.
