165 <br /> <br />September 28, 1982 <br /> <br /> Motion of Mrs. Webb and seconded by Mr. Whitlow the following resolution was adopted and <br />by the £olling vote: <br /> <br />"A RESOLUTION ESTABLISHING THE LONG~TERM CARE COORDINATING COMMITTEE AND DESIGNATING <br />THE DEPARTMENT OF SOCIAL SERVICES AS THE LEAD AGENCY THEREOF. <br /> <br /> WHEREAS, Senate Bill No. 219 adopted by the 1982 Session of the Virginia General <br />Assembly enacted Section 2.1-373.7 of the Code of Virginia directing localities to designate <br />a lead agency and to establish a Long~Term Care Coordinating Committee for the purpose of <br />developing, monitoring, implementing and evaluating a plan for the long-term care of the <br />impaired elderly; and <br /> <br /> WHEREAS, this legislation was enacted to assist individuals to remain in their own <br />homes while assuring the provision of appropriate care and services of such individuals, <br />including socialization, health care, nutrition, daily living services and supportive assistance <br />and <br /> <br /> WHEREAS, in response to this legislative mandate, the City Administration has met with <br />representatives of the Portsmouth Department of Public Health, Portsmouth Department of <br />Social Services and the Portsmouth Community Services Board to discuss long-term care <br />services in Portsmouth; and <br /> <br /> WHEREAS, it is clearly evident that the City of Portsmouth currenly provides services in <br />each of the categories to its impaired elderly residents, and that the task of the lead <br />agency in the Long-Term Care Coordinating Committee in Portsmouth, will be to insure effective <br />utilization of these services. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Portsmouth hereby establishes <br />a Long-Term Care Coordinating Committee consisting of representatives of the Portsmouth <br />Department of Public Health, the Portsmouth Department of Social Services, the Portsmouth <br />Community Services Board, the Southeastern Virginia Area Wide Model Program for Seniors <br />(SEVAMP). and the Nursing Home Pre-Admissions Screening Team for this City and designates <br />the Department of Social Services to serve as the lead agency thereof. <br /> <br /> BE IT FURTHER RESOLVED that the Long-Term Care Coordinating Commitee shall have as <br />its function the following responsibilities: <br /> <br />Develop a long-term care plan for approval by the City of Portsmouth and <br />submission to the Long-Term Care Council. <br /> <br />2. Coordinate local services so that the unique long-term care needs of the City <br /> are addressed and gaps in services are identified. <br /> <br />Encourage cooperation and coordination between public agencies and the private <br />sector to encourage the development of community- based long-term care services. <br /> <br />Gather data about the recipients of long-term care services for submission to <br />the Long-Term Care Council. <br /> <br />5. Perform such other duties and functions as may be assigned Wy the Council. <br /> <br />Ayes: Beamer, Gray, Holley, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> 82-354 "Consideration of a resolution granting an easement to the Virginia Electric <br />& Power Company for the purpose of installing underground electric utility service at the <br />Harbor Tower Apartment Building. <br /> <br /> The City of Portsmouth owns an easement along the Seawall, adjacent to the Harbor Tower <br />Apartments. This resolution will grant an easement to VEPCO in order that underground <br />electric service can be provided for the Harbor Tower Apartment Building. The underground <br />electric utility service lines and cables will be constructed and located in such a manner <br />so as not to interfere with the right of the City to use said property to maintain and repair <br />the Seawall. The City Manager recommends adoption." <br /> <br /> Motion of Mrs. Webb and seconded by Mr. Gray to following resolution was adopted and by <br />the following vote: <br /> <br />"A RESOLUTION GRANTING AN EASEMENT TO VIRGINIA ELECTRIC AND POWER COMPANY FOR THE <br />POWER COMPANY FOR THE PURPOSE OF INSTALLING UNDERGROUND ELECTRIC UTILITY SERVICE <br />AT THE HARBOR TOWER APARTMENT BUILDING. <br /> <br /> WHEREAS, the City of Portsmouth owns an easement along the Portsmouth Seawall adjacent <br />to the property of Crawford Harbor Associates; and <br /> <br /> WHEREAS, it is necessary to install underground elestric utility service lines on said <br />property to serve the Harbor Tower Apartment Building being constructed on the property of <br />Crawford Harbor Associates because there are no public or private rights-of-way conveniently <br />accessible to the property; and <br /> <br /> WHEREAS, said underground electric utility service lines and cables will be constructed <br />and located in such manner so as not to interfere with the right of the City to use said <br />property to maintain and repair the Seawall.~ <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br /> <br /> <br />
