<br />in Deed Book 90, at page 504.

<br /> BE IT FURTHER RESOLVED that the City Manager be, and he hereby is, authorized to
<br />execute such documents as may be necessary to complete this transaction."

<br /> 82-352 "Consideration of a resolution authorizing the City Manager to convey property
<br />(807 Fourth Street and 329 Fayette Street) to Portsmouth Redevelopment and Housing Authority.

<br /> PRHA has requested to purchase two lots in the Southside IV Redevelopment Project which
<br />the City now owns. The properties are 807 Fourth Street and 329 Fayett Street. The assessed
<br />value for the property at 807 Fourth Street is $720 and the assessed value for the property at
<br />329 Fayette Street is $1,090. These properties will be combined with other land that PRHA alrc
<br />owns for the Southside IV Redevelopment Project. The City Manager recommends adoption."

<br /> Motion of Mrs. Webb and seconded by Mr. Whitlow the following resolution was adopted and
<br />the following vote:
<br /> "A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVEY PROPERTY (80- FOURTH STREET AND
<br /> 329 FAYETTE STREET) TO PORTSMOUTH REDEVELOPMENT AND HOUSING AUTHORITY.

<br /> WHEREAS, the City owns certain real property located at 807 Fourth Street and 329 Fayette
<br />Street which property is no longer required by the City and is, hereby, declared to be excess;
<br />and
<br />
<br /> WHEREAS, Portsmouth Redevelopment and Housing Authority has offered to purchase said propc
<br />for the sum of Seven Hundred Twenty Dollars ($720.00) for 807 Fourth Street and One Thousand
<br />Ninety Dollars ($1,090.00) for 329 Fayette Street for the purpose of development of the
<br />Southside IV Redevelopment Project; and
<br />
<br /> b~EREAS, Section 2.09(c) of the City of Portsmouth provides that property may be sold
<br />the Commonwealth of Virginia or a political subdivision thereof without advertisement and
<br />receipts of bids; and

<br /> WHEREAS, Portsmouth Redevelopment and Housing Authority is a political subdivision of
<br />the Commonwealth of Virginia.

<br /> NOW, THEREFORE, BE IT RESOLVED by the Council
<br />the City Manager be, and he hereby is, authorized
<br />~o Portsmouth Redevelopment and Housing Authority

<br />of the City of Portsmouth, Virginia, that
<br />to convey the hereinafter described property
<br />for the amounts stated herein, to-wit:

<br /> Ail that certain lot of land with the impurtenences and improvments thereon bounded
<br />and described as follows:
<br />
<br /> Beginning at a point on the east side of Fourth Street at the southwest corner of
<br />the lot conveyed to John S. White and Mollie May Winn, wife of Frank J. Winn, by deed
<br />dated May 17, 1892, recorded in the Clerk's Office of the Circuit Court of the City of
<br />Portsmouth, Virginia, in Deed Book 24, Page 151, said 71.2 feet, more or less, from
<br />the southeast intersection (property line) of Fourth Street and Fayette Streets;
<br />thence running southerly along the east side of Fourth Street 25 feet to the line of the
<br />lot devised to Henry E. White by John S. White; thence easterly and parallel with Fayette
<br />Street 90 feet; thence northerly 25 feet to the lines of the said Winn lot; thence wester~
<br />along the line of said Winn lot 90 feet to the point of beginning, being known according'
<br />to the present street numbering System of the City of Portsmouth as 807 Fourth Street.

<br /> Ail that certain lot, piece or parcel of land, with the buildings and improvements
<br />thereon, situate, lying and being in the City of Portsmouth, Virginia, and being more
<br />particularly bounded and described as follows:

<br /> Beginning at a point on the South side of Fayette Street, said point being 90 feet
<br /> east from the southeast intersection of Fayette Street and Fourth Street; thence running
<br /> easterly along the south side of Fayette Street 30 feet to a point; thence southerly
<br /> and parallel with Fourth Street 121 feet to a point; thence westerly and parallel with
<br /> Fayette Street 30 feet to a point; thence northerly and parallel with Fourth Street 121
<br /> feet to the point of beginning.

<br /> 82-~53 "Consideration of a resolution establishing a Long-Term Care Council for the
<br />City of Portsmouth.
<br />
<br /> Senate Bill 219 passed by the Virginia General Assembly in its 1982 session directs local~
<br />to establish a Long-Term Care Council £or the purpose of developing, monitoring, and evaluatin
<br />a plan for Long-Term Care for the impaired elderly. The Council should, according to State
<br />legislation, consist of representatives of local departments of Health, Social Services,
<br />Community Services Board, Area Agency on Aging, nursing home pre-admission screening team,
<br />and such other agencies & organizations as the local governing body deems appropriate.
