October 26: 19~2 <br /> <br /> The Acting City Engineer recommends appropriation of ~12,000 for this important <br />project and I concur. It is disappointing that such an expenditure is necessary; however, I <br />think it is important to note that this expenditure will protect the $4.1 million construction <br />cost the City has invested in the Seawall. <br /> Finally, I have requested the City Attorney to investigate possible areas of litigation <br /> in attempts to recover some of these funds." <br /> On motion of Mr. Barnes and seconded by Mr. Beamer the following ordinance was approved <br />on first reading, and by unanimous vote. <br /> "AN ORDINANCE TO ~PPROPRIATE $12,000 FROM THE CAPITAL IMPROVEMENT FUND FOR REPAIRS <br /> TO THE SEA%{ALL." <br /> 82-379 "Letter from the City Manager recommending adoption of an ordinance appropriatii <br />$230,500 from the Public Utility Capital Improvements Fund for several miscellaneous small <br />water and sewer capital projects." <br /> "The 1982/83 Annual Operating Budget funded $230,500 from Public Utility revenues to be <br /> transferred to the Capital Improvements Fund as needed. Jack Howell, Director of Public Utili <br /> has identified several miscellaneous capital projects that require funding as follows: <br /> <br /> (1) Continuation of the program to replace old and/or undersized water mains in the <br /> distribution system. ($70,000) <br /> <br /> (2) The replacement of deteriorated sewer mains and small extensions to the sewer <br /> system. ($35,500) <br /> <br /> (3) Capital improvements to the water and wastewater plants not included in the current <br /> bond or existing projects. ($125,000) <br /> <br /> I recommend appropriation of the requested funds <br /> <br /> for these projects." <br /> <br /> On motion of Mr. Gray and seconded by Mr. Barnes the following ordinance was approved <br />on first reading, and by unanimous vote. <br /> "AN ORDINANCE TO APPROPRIATE $230,500 FROM THE PUBLIC UTILITY CAPITAL IMPROVEMENT <br /> FUND FOR MISCELLANEOUS WATER AND SEWER CAPITAL PROJECTS." <br /> 82-380 - "Letter from the City Manager recommending adoption of an ordinance appropriati] <br />$39,000 from the Capital Improvements Fund to remove traffic hazards where the Seaboard Coast <br />line Railroad tracks formerly crossed Mt. Vernon and Florida Avenues." <br /> "As requested by Council Members during the approval of the appropriation to fund the <br />reconstruction of Florida Avenue, a study was conducted to determine the cost involved to <br />remove pavement "humps' in the roadway that cover former railroad tracks. <br /> In discussions with the contractor, it was determined that a change order could be made <br />that in the opinion of the Acting City Engineer would be cost productive; and, the work <br />could be added to the existing contract. Attached is an ordinance appropriating $$9,000 to <br />remove the traffic hazards on both Mt. Vernon Avenue and Florida Avenue. Funds are avail- <br />able in the Florida Avenue project. <br /> <br />on <br /> <br /> I recommend adoption of the attached <br /> <br /> On motion of Mr. Beamer and seconded <br />first reading, and by unanimous vote. <br /> <br /> "AN ORDINANCE TO APPROPRIATE $39,000 <br /> TO MT. <br /> <br />ordinance. <br /> <br />by Mrs. Webb the following crdinance was approved <br /> <br /> FROM THE CAPITAL IMPROVEMENT FUND FOR REPAIRS <br />VERNON AVENUE AND FLORIDA AVENUE." <br /> <br /> 82-381 "Letter from the City Manager recommending the adoption of an ordinance establis <br />and creating a Director and a Department of Economic Development." <br /> "Since my arrival as City Manager, I have been meeting with local business, government ar <br />community leaders ~o~%~e'~Cr.n3i~r~ the economic development of this City. Unfortunately, it is the <br />general consensus of all that the responsibility of leading economic development in our City <br />is presently like an amorphous mass that oozes throu~ the fingers unable to provide structur( <br />or g~ve specific direction. There is no one focal point for promoting economic development <br />in the City and no clear definition of the roles of the various agencies involved in the devel <br />ment effort. Such an arrangement creates confusion among staff and potential investors as <br />well as duplicating scarce manpower and financial resources. Clearly, a more unified, <br />centrally controlled, and agressive approach to economic development is essential if <br />Portsmouth is to realize its tremendous development potential. <br /> My first recommendation for strenghtening the City's eaonomic development program is to <br />expand our efforts to improve the City's image as an attractive place to live, work and visit. <br />[ believe that enhancement of the City's image is primary to our development efforts and can % <br />be accomplished through a strong public-private partnership with the Chamber of Commerce takiz <br />the leadership role in image marketing. <br /> <br />les <br /> <br />est <br /> <br /> <br />
