181 <br /> <br />October 26, 1982 <br /> <br /> The image marketing effort will involve a wide array of activities designed to advertise <br />Portsmouth's assets and improve our ability to attract commerce, industry, tourists and <br />residents. As one part of the overall image marketing effort, I would like to see the <br />Chamber continue and expand their leadership role in developing and coordinating activities <br />which depict Portsmouth dynamically -- the expanded Seawall Festival, the Chamber Seafoo~ <br />Outing and other activities such as the recent visit by the Tall Ship, Port Bougainville. <br /> <br /> My second recommendation is the creation of a new Department of Economic Development. The <br />Director of this newly created Department would be responsible for all industrial development <br />in the City and would give strong direction to our development efforts. Not only would he <br />be involved in assembling and promoting public sites for sale; but, private sites as well. <br />One of the Director's major responsibilties would be to serve as Executive Director of the <br />Portsmouth Industrial Development Authority (PIDA) and the Portsmouth Port and Industrial <br />Commission (PPIC). The Director's position would be funded within existing resources by <br />shifting funds from the vacant Assistant City Manager position to the Department of Economic <br />Development. A detailed discussion of the responsibilities of the new Departmnet is attached <br />for your consideration. <br /> <br /> My final recommendation is that PIDA be given responsibility for general coordination of <br />all economic development efforts in the City and that is membership be expanded to include <br />representation of all segments of the community presently involved in economic development. <br /> <br /> I believe that implementation of these three recommendations will maximize Portsmouth's <br />economic development efforts. I am, therefore, recommending Councils approval of the attached <br />ordinance establishing a Department of Economic Development and am requesting Council's <br />authorization to proceed with discussicns with the Chamber of Commerce about their expanded <br />role in the image marketing of the City. If Council concurs with my final recommendation <br />regarding PIDA, I will schedule this matter for discussion on a future work session agenda." <br /> <br />On motion of Mr. Barnes and seconded by Mrs. Webb the following ordinance was approved on <br />first reading and by.ru~a~i~us vote. <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY <br />ADDING TO CHAPTER 2 THEREOF, ARTICLE XIX ESTABLISHING THE DEPARTMENT OF ECONO~IlC <br />DEVELOPMENT." <br /> <br /> 82-382 "Letter from the City Manager recommending the adoption of a resolution authorizing <br />the CTty Manager to convey City owned property on Laigh Road to the Portsmouth Industrial <br />Development Authority for the purpose of industrial development." <br /> <br /> "The attached resolution authorizes the City Manager to convey City owned property on <br />Laigh Road, In Hattonsville, to the Portsmouth Industrial Development Authority. <br /> <br /> It is recommended that the property be transferred to PIDA for subsequent negotiaitions <br />at the City Assessor's established value of $12,187.50 plus any costs incurred as a result <br />of the transaction." <br /> <br /> On motion of Mr. Whitlow and seconded by Mrs. Webb the following resolution was adopted <br />and by the following vote: <br /> <br />on <br /> <br /> WHEREAS, ~aid property is no longer required <br />declared to oe excess property; and <br /> <br />"A RESOLUTION CONVEYING CITY-OWNED PROPERTY TO ~HE PORTSMOUTH INDUSTRIAL DEVELOPmeNT AUTHORI' <br />AUTHORIZING THE CITY MANAGER TO EXECUTE DEED. <br /> <br />WHEREAS, the City of Portsmouth owns certain hereinafter described real <br /> · . . property located <br />the west sade of Laugh Road ~n the Hattonsville Industrial Development area; and <br /> <br />for the needs of the City and is, hereby, <br /> <br /> WHEREAS, the Portsmouth Industrial Development Authority has proposed to purchase saiJ <br />property for the assessed value thereof Twelve Thousand, One Hundred Eight-Seven Dollars <br />and Fifty Cents ($12,187.50) for the purpose of consolidation with o ' <br />area for industrial development; and ther property ~n the <br /> <br /> WHEREAS, <br />property to <br /> <br /> WHEREAS, <br />may be conve <br />advertisemen <br /> <br /> WHEREAS, t <br />Commonwealth <br /> <br /> NOW, THERE <br />following des <br />for the sum o <br />to-wit: <br /> <br />ne Council of the City of Portsmouth, Virginia, hereby deems said transfer of <br /> in the best interest of the City; and <br /> <br />rsuant to Section 2.09 (c) of the Charter of the City of Portsmonth real property <br />~d to the Commonwealth of Virginia or a political subdivision thereof without <br />and receipt of bids; and <br /> <br />~e Portsmouth Industrial Development Authority is a political subdivision of the <br />~f Virginia. <br /> <br />~ORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the <br />:ribed property be conveyed to the PortsmoutB Industrial Development Authority <br /> Twelve Thousand, One Hundred Eighty-Seven Dollars and Fifty Cents ($12,187.50), <br /> <br /> All that certain piece or parcel of land, situate, lying and being in the City <br />of Portsmouth, Virginia, bounded and described as follows: <br /> _ <br /> ,, BeginnCng, at a point on the western .... boundary of Latch Road. said point bemng S 33° <br />02 east 17§ from the southwestern ~ntersect~on of Laigh Road and Ballard Avenue; <br /> <br />10' <br /> <br /> <br />
