181 October 26, 1982 The image marketing effort will involve a wide array of activities designed to advertise Portsmouth's assets and improve our ability to attract commerce, industry, tourists and residents. As one part of the overall image marketing effort, I would like to see the Chamber continue and expand their leadership role in developing and coordinating activities which depict Portsmouth dynamically -- the expanded Seawall Festival, the Chamber Seafoo~ Outing and other activities such as the recent visit by the Tall Ship, Port Bougainville. My second recommendation is the creation of a new Department of Economic Development. The Director of this newly created Department would be responsible for all industrial development in the City and would give strong direction to our development efforts. Not only would he be involved in assembling and promoting public sites for sale; but, private sites as well. One of the Director's major responsibilties would be to serve as Executive Director of the Portsmouth Industrial Development Authority (PIDA) and the Portsmouth Port and Industrial Commission (PPIC). The Director's position would be funded within existing resources by shifting funds from the vacant Assistant City Manager position to the Department of Economic Development. A detailed discussion of the responsibilities of the new Departmnet is attached for your consideration. My final recommendation is that PIDA be given responsibility for general coordination of all economic development efforts in the City and that is membership be expanded to include representation of all segments of the community presently involved in economic development. I believe that implementation of these three recommendations will maximize Portsmouth's economic development efforts. I am, therefore, recommending Councils approval of the attached ordinance establishing a Department of Economic Development and am requesting Council's authorization to proceed with discussicns with the Chamber of Commerce about their expanded role in the image marketing of the City. If Council concurs with my final recommendation regarding PIDA, I will schedule this matter for discussion on a future work session agenda." On motion of Mr. Barnes and seconded by Mrs. Webb the following ordinance was approved on first reading and by.ru~a~i~us vote. "AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY ADDING TO CHAPTER 2 THEREOF, ARTICLE XIX ESTABLISHING THE DEPARTMENT OF ECONO~IlC DEVELOPMENT." 82-382 "Letter from the City Manager recommending the adoption of a resolution authorizing the CTty Manager to convey City owned property on Laigh Road to the Portsmouth Industrial Development Authority for the purpose of industrial development." "The attached resolution authorizes the City Manager to convey City owned property on Laigh Road, In Hattonsville, to the Portsmouth Industrial Development Authority. It is recommended that the property be transferred to PIDA for subsequent negotiaitions at the City Assessor's established value of $12,187.50 plus any costs incurred as a result of the transaction."
