November 23, 1982 <br /> <br />2!1! <br /> <br />on,first~re~ding, and by unanimous vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $283,088 FROM THE GRANTS <br /> JOB SEARCH DEMONSTRATION GRANT." <br /> <br />FUND FOR THE FOOD STAMP <br /> <br /> 82~4il "L~t~r recommending adoption of a motion designating Atlantic National Bank as <br />an authorized depository for the City of Portsmouth." <br /> <br /> "The City Code require§ in Sections ll-7(a) and ll-9(a) that City Funds be deposited to <br />the credit of the City in such banks as the City Council may designate from time to time. <br />Atlantic National Bank has recently announced that it will open its first branch bank and has <br />chosen a Portsmouth location. The bank has requested to be added to the City's list of <br />authorized depositories. <br /> <br /> Generally, it has been our policy to designate any bank with an office located in the <br />City, and who so requests, to be an authorized depository. (There is one exception, the First <br />Virginia Bank of Nansemond, is a depository due to its proximity to Portsmouth Sleepy Hole <br />Golf Course.) Temporary loans and investments are 'placed by bid with these banks from time <br />to time and individual account placement has been generally based on a degree of participation <br />by the banks in servicing the City's financial needs. On the recommendations of the DireCtor <br />of Finance, the City Manager makes the determinations of the placement of the individual <br />accounts at each of the depositories designated by the City Council. <br /> <br /> I am Placing on your agenda for the November 23, 1982 Council meeting for your consideratio: <br />a motion to include the Atlantic National Bank as an authorized depository. <br /> <br /> Motion of Mrs. Webb and seconded by Dr. Holley, designating Atlantic National Bank as <br />an authorized depository for the City of Portsmouth was adopted by unanimous vote. <br /> <br /> 82-412 - "Letter submitting the Quarterly Financial Report for the perios ended September 31 <br />1982." <br /> <br /> "In accordance with Section 11-43 of the City Code, the Quarterly Financial Report for the <br />period ended SePtember 30, 1982, is herewith submitted. <br /> <br /> For the first quarter of the fiscal year both revenues and expenditures are slightly above <br />the respective amounts for the same quarter last year. Actual revenues to date stand at 21 <br />percent of the revenues estimated for the year, and 24 percent of the appropriations have been <br />expended as of September 30, 1982. During the same quarter last year only 19 percent of the <br />estimated revenues had been received and expenditures were 22 percent of the budgeted <br />appropriations. It is customary for expenditures to exceed revenues at this point in the <br />fiscal year, and it may be noted that the expenditures exceeded revenues by a difference <br />of 3 percent during the period reported, and also by 3 percent for the same quarter last fiscal <br />year. At this point and time, there does not appear to be any indications of substantial <br />problems with respect to either the revenues or the expenditures." <br /> <br /> Motion of Mr. Barnes and seconded by Mrs. Webb, to accept the Quarterly Financial Report <br />for the period ended September 30, 1982, was adopted by unanimous vote. <br /> <br />- NEW BUSINESS - <br /> <br /> 82-413(a) Mrs. Webb introduced the Long Term Care Coordinating Committee rev~ed]resoluti <br />to Council and thanked Mr. Lieberman and Mr. Orton for their help. <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Whitlow, the following resolution was adopted <br />and by the following vote: <br /> <br /> "A RESOLUTION REVISING THE LONG-TERM CARE COORDINATING COMMITTEE. <br /> <br /> WHEREAS, by resolution adopted September 28, 1982, the Council of the City of Portsmouth <br />established a Long-Term Care Coordinating Committee consisting of representatives of the <br />Portsmouth Department of Public Health, the Portsmouth Department of Social Services the <br />Portsmouth Community Services Board, the Southeastern Virginia Area Wide Model Program for <br />Seniors (SEVAMP) and the Nursing Home Pre-Admissions Screening Team for this City, and <br />designated the Department of Social Services to serve as the lead agency thereof; and <br /> <br /> WHEREAS, it has been determined that in order to carry out its assigned functions, the <br />Long-Term Care Coordinating Committee should be expanded to include representatives of the <br />community at large. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Portsmouth hereby revises <br />the Long-Term Coordinating Committee by adding as members t~!a~e~, in addition to the represent- <br />atives of the five (5) designated agencies, eight (8) members who shall be appointed at large. <br /> <br /> BE IT FURTHER RESOLVED that all thirteen (13) members shall be appointed by the City <br />Council for a term of three (3) years; provided, however, of those first appointed, five (5) <br />shall be appointed for three (3) years, four (4) for two (2) years and four (4) for one (1) <br />year."
