210 <br /> <br />November 23, 1982 <br /> <br />The following reports were presented from t~e City Manager: <br /> 82-406 - "Letter from the City Manager requesting the appropriation of $50,000 <br />the Capital Improvement's fund for the design of improvements to West Norfolk Road." <br /> <br /> "The 1982-87 CIP authorizes $50,000 <br />Norfolk Road. This project involves the <br />with the necessary drainage improvements <br /> <br /> The attached ordinance appropriates <br />and, I recommend its adoption." <br /> <br />from <br /> <br />to be available in FY 82-83 for Improv~eanents for West <br />reconstruction of the existing road to a 4-lane facilJ <br />to accommodate the widened roadway. <br /> <br />$50,000 to accomplish the engineering design work for <br /> <br /> On motion of Mr. Barnes and seconded by Mrs. Webb the following ordinance was approved on <br /> first reading,~nd by unanimous vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $S0,000 FROM THE CAPITAL IMPROVEMENT FUND FOR <br /> ENGINEERING, SURVEY AND DESIGN FOR IMPROVEMENTS TO WEST NORFOLK ROAD." <br /> <br /> 82-~D? - "Letter from the City Manager recommending the adoption of a motion to transfer <br /> $6,070 from the Grants Contingency Account for the Clean Community Commission." <br /> <br /> "I. haze bee~n, notified by the Virginia Division of Litter Control that our Clean Community <br /> Program will receive a $6,0?0 grant to expand current projects and initiate a proposal to <br /> improve the effectiveness of enforcing local ordinances relevant to a clean community. Specif~ <br /> usage of these funds will include printing new brochures, membership and achievement certifi- <br /> cates, PRIDE lapel emblems and additional litter receptacles. These monies are also targeted <br /> to fund a proposed "ticket" program which is being developed by the ~le~m Community Commissioi <br /> in conjunction with the Building official~ls'Office and the Public Works Department. This <br /> special ticket would make it easier to prosecute violators of clean community ordinances. <br /> This entire grant is 100% state funded and does not require an~ local match. A project <br /> summary.and Budget outlining the proposed use of these funds is included for your information. <br /> I recommend adoption of a motion to transfer funds from the Grants Contingency Account <br /> for this project." <br /> <br /> On motion of Mr. Beamer and seconded by Mrs. Webb, that authorization be granted to <br /> transfer $6,070 from the Grants Contingency Account, as requested, and was adopted by <br /> unanimous vote. <br /> <br /> 82-408 "Letter from the City Manager recommending a refund in the amount of $513.54 <br /> for Gomley Chesed Congregation for the overpayment of amusement taxes." <br /> <br /> "The Commissioner of Revenue has received a request for a refund from Gomley Chesed <br />~ Oongregation, 3110 Sterling Point Drive. Amusement Tax for the month of September was filed <br /> and paid twice, October 15,~I982 and October 27, 1982; therefore, a refund for the October 27tt <br /> payment is requested in the amount of $513.54 <br /> <br /> The Commissioner of Revenue has verified the overpayment and I hereby recommend that you <br /> adopt the motion authorizing the refund of $S13.54." <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Whitlow, to authorize a refund of $513.S4 to <br /> Gomley Chesed Congregation for overpayment of amusement taxes, was adopted by unanimous vote. <br /> <br /> 82-409- "Letter ~b~the City Manager recommending the ~doption of a motion establi§hin~ <br /> the City's 1982 Legislative Proposals~" <br /> <br /> "Attached is a list of seventeen legislative items developed for inclusion in the City's <br /> 1983 Legislative Proposals. The items are divided into four categories: Charter Changes, <br /> Funding Issues, Tax Issues, and General Law. The legislative items are similar in intent and <br /> spirit to those of recent years. All items proposed by the Council's Committee on Taxes and <br /> Mandates have been included. <br /> <br /> I recommend the adoption of all seventeen items to be included in the City's 1983 <br /> Legislative Proposals. If Council concurs, this package can be submitted to our General <br /> Assembly Delegation, at a dinner meeting in December." (see exhibit 92-409) <br /> <br /> Motion of Mr. Barnes and seconded hy Dr~ Holley, to defer ~Be~i~e~i~nt~ December 14, 1982 <br />Council meeting~to~ eRable Council to meet with the Legislat6rs, was adopted by unanimous vote. <br /> 82-410 - "Letter from~the City manager requesting the appropriation of $283,088 from <br />the Grants Fund for the Food Stamp Job Search Demonstration Grant." <br /> "Attached for your consideration is an ordinance to appropriate $283,088 from the Grants <br />FUnd to provide Job Club services for employable Food Stamp recipients. <br /> The objective of the program is to assist food stamp recipients in becoming self-supporti <br />through e~ployment in the private sector. Funds for operation Of the program are provided by th <br />United States Department of Agriculture. No local match is required, and there is no obligation <br />to continue the program after the twenty-two month grant expires. <br /> The Portsmouth Department of Social Services is to be commended for its efforts in success <br />fully bringing these funds to Portsmouth for the purpose of improving the economic status of <br />Food Stamp recipients.
