209 <br /> <br />November 23, 1982 <br /> <br /> At a regular meeting of the City Council held on Tuesday, November 23, 1982, there were <br />present: <br /> <br />Jack P. Barnes, Ben A. Beamer, Sr., James W. <br />Morton V. Whitlbw, J. E. Johansen, George L. <br />Steyen Lieberman, City Attorney. <br /> <br />Holley, III, <br />Hanbury, II, <br /> <br />Gloria O. Webb, <br />City Manager <br /> <br /> Absent: J. Robert Gray <br /> <br /> Reverend T. M. Frye, Pastor of Biltmore Baptist Church, <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />opened the meeting with prayer, <br /> <br /> Mayor Johansen welcomed all vistors in attendance. He acknowledged Mrs. Tracy Dussia and <br />her class from Churchland High School. <br /> <br /> On motion of Mr. Beamer and seconded by Mrs. Webb the minutes of the called meeting of <br />November 9, 1982; and, the regular meeting of November 9, 1982 were approved as received and <br />adopted by unanimous vote. <br /> <br />- UNFINISHED BUSINESS <br /> <br /> 82-390 - "An ordinance appropriating $1,605,265 from the Public Utilities Capital Improve- <br />ments Fund for improvements to the Primary Pumping Stations - Phase Il. Letter from the City <br />Manager recommending that the appropriation be increased by $2~9,000 to $1 904 265 ~" -~ <br /> <br /> "On first reading of the ordinance appropriating $1,605,265 for the Primary Pumping Stations <br />Pase II of the Pinners Point Grant, a question was raised concerning the difference in the amount <br />of the contract and the amount being appropriated. This difference, totaling $145,953, represent <br />the 10% of the contract price we reserve for contingencies. Reserving this amount is a standard <br />practice for most capital projects and in this instance is an approved practice by the EPA. <br /> <br /> During the interim period since first reading, we have received approval from EPA allowing u <br />to proceed with an additional associated sewer project. Specifically, the EPA has notified us to <br />ceed with the construction of the Bunche BoUlevard force main. The work is to be performed using <br />the Public Utility crews rather than hiring a contractor, thereby saving a substantial amount of <br />money. Force account salaries are charged to the project Which reimburses the Public Utility <br />The budget for this sewer force main is as follows: <br /> <br />Engineering <br />Personnel <br />Equipment <br />Materials <br />Pavement Replacement <br />Contingencies 10~ <br /> <br />Total <br /> <br />$10,000 <br />S3,800 <br />33,500 <br />156,700 <br />18,000 <br />27,000 <br /> <br />$299,000 <br /> <br /> As with previous sewer treatment and associated work under this grant <br />66% EPS, 12% U.S. Navy, and 22% City. ' <br /> <br />the costs are divided <br /> <br /> I recommend to the Council that the ordinance appropriating $1,605,265 be amended on second <br />reading by increasing this amount $299,000 to $1,904,265 which wilI permit continuation of the <br />efforts to upgrade the City's sewer and sewage treatment system. <br /> <br /> Please call if you have any questions concerning this matter." <br /> <br /> Motion of Mrs. Webb and seconded by Dr. Holley that the following ordinance approved on firs' <br />reading be adopted. <br /> <br /> "AN ORDINANCE TO APPROPRIATE $1,605,265 FROM THE PUBLIC UTILITY CAPITAL IMPROVEMENT <br /> FUND FOR IMPROVEMENTS TO THE PINNERS POINT SEWAGE TREATMENT PLANT, PHASE II." <br /> <br /> Substitute motion of Mr. Whitlow and seconded by Mrs. Webb that the ordinance be amended to <br />$1,904,265, as recommended by the City Manager, and was adopted by unanimous vote. <br /> <br /> On motion the following ordinance was adopted, as amended, and by the following vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $1,904,265 FROM THE PUBLIC UTILITY CAPITAL IMPROVEMENT <br /> FUND FOR IMPROVEMENTS TO THE PINNERS POINT SEWAGE TREATMENT PLANT, <br /> <br /> Ayes: Barnes., Beamer, Holley, Webb, Whitlow, Johansen <br /> Nays: None <br /> <br /> 82-391 :'%ke.~'~l~OW~.~g ordinance approved on first reading at the regular meeting of <br />November 9, 1982, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $365,132 FROM THE CAPITAL IMPROVEMENT FUND FOR <br />STREET IMPROVEMENTS FOR THE MOUNT HEREON REDEVELOPMENT PORJECT, PHASE V." <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Beamer, the ordinance was adopted, and by the <br />following uote: <br /> <br />Ayes: Barnes, Beamer, Holley, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> <br />
