Please <br />find attached these documents as well as a resolution authorizing the submission of the Housing <br />Assistance Plan to the Department of Housing and Urban Development. <br /> <br />Should you have questions prior to Tuesday's meeting, please feel free to contract me." <br /> <br /> on motions,ogler, Gray gnd.~ec°nd.ed hyMms!~;'Webb, the following resolntion was <br />and by the following vote: <br /> <br />"A RESOLUTION APPROVING THE THREE-YEAR AND ANNUAL HOUSING ASSISTANCE PLANS <br />FOR THE CITY OF PORTSMOUTH AND AUTHORIZING THE CITY MANAGER TO FILE SAME <br />WITH THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT. <br /> <br />adopted, <br /> <br /> WHEREAS, the Department of Housing and Urban Development issued to entitlement cities <br />interim operating instructions for the filing of their Housing Assistance Plans; and <br /> <br /> WHEREAS, an entitlement City must have its Three-Year and Annual Housing Assistance Plans <br />approved by the Department of Housing and Urban Development prior to submitting its Final <br />Statement of Objectives and Use of Funds in order to receive its annual Community Development <br />Block Grant; and <br /> <br /> WHEREAS, a public hearing has been held on the Housing and Community Development needs for <br />the City on January 4, 1983; and <br /> <br /> WHEREAS, the Three-Year Housing Assistance Plan assesses the housing stock within the City <br />based upon 1980 U. S. Census data and local data; and <br /> <br /> WHEREAS, the Housing Assistance Plan designates an additional 1OO Section 8 Existing Units <br />to be the optimum goal for rental assistance to low and moderate income households per year <br />over the next three years. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that the <br />Three-Year and Annual Housing Assistance Plans having been reviewed and considered be, and <br />hereby are, approved in all respects and the City Manager is hereby authorized to file the <br />Three-Year and Annual Housing Assistance Plans with the Department of Housing and Urban Developn <br /> <br /> Ayes: Barnes, Beamer, Gray, Holley, Webb, Whitlow, Johansen <br /> Nays: None <br /> <br /> 83-31 - "Letter from the City Manager recommending adoption of a resolution authorizing <br />the Portsmouth Industrial Development Authority (IDA) and the Portsmouth Port and Indmstrial <br />Commission (PPIC) to advertise and hold public hearings relative to the issuance of Industrial <br />Development Bonds." <br /> <br /> "Attached is a letter from Jim Dunn, Exechtive Director of the Portsmouth Industrial <br />Development Authority and the Portsmouth port and Industrial Commission, As required by new <br />Federal legislation, Mr. Dunn's proposed schedule must be met by City Council. I feE1 that <br />this is a positive approach to industrial funding and definitely brings City Council closer to <br />the final consideration of economic activities in our City than previous actions. <br /> Also attached is a resolution prepared by the City Attorney authorizing the Portsmouth <br /> Industrial Development Authority and the Portsmouth Port and Industrial Commission to serve <br /> as City Council's designee to hold public,hearings for industrial revenue bond financing for <br /> the various projects. As indicated in the resolution, after the public hearing has been held, <br /> final approval or rejection~is made by City Council. It is therefore recommended that the <br /> attached resolution be adopted." <br /> On motion of Mr. Beamer and seconded by Mrs. Webb, the following resolution was adopted <br /> and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE PORTSMOUTH INDUSTRIAL DEVELOPMENT AUTHORITY (IDA) <br />AND THE PORTSMOUTH PORT AND INDUSTRIAL COMMISSION (PPIC) TO ADVERTISE AND HOLD PUBLIC <br />HEARINGS RELATIVE TO THE ISSUANCE OF INDUSTRIAL DEVELOPMENT BONDS. <br /> <br /> WHEREAS, recent changes in the statutory authority for the issuance of Industrial Developm <br />Bonds have imposed requirements that all Industrial Development Bonds issued after December 31, <br />1982 be approved after public hearings and after an affirmative vote of the elected legislative <br /> <br />body of the City; and <br /> <br /> WHEREAS, the enabling legislation <br />and the Portsmouth Port and Industrial <br />Industrial Development Bonds; and <br /> <br /> WHEREAS, the availability of Industrial <br />development within the City <br /> <br />of the Portsmouth <br />Commission (PPlC) <br /> <br />Industrial Development Authority (IDA) <br />authorize these agencies to issue <br /> <br /> Development Bonds to assist in financing industria <br />is a key element to the City's industrial development effort; and <br /> <br />,nt <br /> <br /> <br />
