237 <br /> <br />January 25, 1983 <br /> <br /> WHEREAS, the IDA and the PPIC have requested that the City Council establish a procedure <br />designating those agencies as authorized agencies to advertise and conduct the required public <br />hearings relative to the issuance of Industrial Development Bonds; and <br /> <br /> WHEREAS, the IDA or the PPIC, as appropriate, would publish the required notice prior to <br />the public hearing, conduct such public hearing, and for those financing arrangements approved <br />would forward resolutions recommending approval to the City Council for their consideration; <br />and <br /> <br /> WHEREAS, in so doing, the IDA and the PPIC will provide certification by their legal <br />counsel that all hearing requirements were conducted according to the applicable Federal and <br />State law, indicate those Commissioners present for the meeting and state the actual vote by <br />the Commission or Authority on each request approved, and provide a certified copy of each <br />resolution requiring action by City Council; and <br /> <br /> WHEREAS, a designated representative from PPIC or IDA will be available to <br />City Council to respond to questions on any resolution of approval submitted by <br />Council consideration. <br /> <br />appear before <br />them for <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />the Portsmouth Port and Industrial Commission and the Portsmouth Industrial Development Authority <br />are hereby authorized to advertise and hold the required public hearings relative to the issuance <br />of Industrial Development Bonds. <br /> <br /> BE IT FURTHER RESOLVED by the Council of the City of Portsmouth that the City Clerk be, <br />and she hereby is, directed to forward copies of this resolution to the Chairman of the Portsmout <br />Industrial Development Authority and the Portsmouth Port and Industrial Commission. <br /> <br />Ayes: Barnes, Beamer, Gray, Holley, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> 83-31 (a) Dn motion of Mrs. Webb and seconded by Mr. Gray, the following resolution was <br />adopted, and by the following vote: <br /> <br />"A RESCLUTION AUTHORIZING THE PORTSMOUTH REDEVELOPMENT AND HOUSING AUTHORITY <br />TO ADVERTISE AND HOLD PUBLIC HEARINGS RELATIVE TO THE ISSUANCE OF BONDS. <br /> <br /> WHEREAS, recent changes in the statutory authority for the issuance of Industrial Developmei <br />Bonds have imposed requirements that all such bonds issued after December 31, 1982, be approved <br />after public hearings and after an affirmative vote of the elected legislative body of the <br />City; and <br /> <br /> WHEREAS, the enabling legislation of the Portsmouth Redevelopment and Housing Authority <br />authorizes it to issue such bonds within the meaning of the applicable Federal and State law; <br />and <br /> <br /> WHEREAS, the Portsmouth Redevelopment and Housing Authority have requested that the City <br />Council establish a procedure designating it as an authorized agency To advertise and conduct <br />the required public hearing relative to the issuance of such bonds; and <br /> <br /> WHEREAS, it seems appropriate to the City Council and consistent with the provisions and <br />intent of the applicable Federal and State laws that the Portsmouth Redevelopment and Housing <br />Authority should hold the necessary public hearings on the bonds it proposes to issue; and <br /> <br /> WHEREAS, the Portsmouth Redevelopment and Housing Authority <br />notice prior to the public hearing, conduct such public hearing, <br />approved, would forward resolutions recommending approval to the <br />and <br /> <br />would publish <br />and for those <br />City Council <br /> <br />the required <br />financing arrange~ <br />for their consider~ <br /> <br /> WHEREAS, in so doing, the Portsmouth Redevelopment and Housing Authority will provide <br />certification by their legal counsel that all hearing requirements were conducted according to <br />the applicable Federal and State law, indicate those commissioners present for the me~ting, and <br />state the actual vote by the Authority on each request approved, and provide a certified copy <br />of each resolution requiring action by City Council; and <br /> WHEREAS, a designated representative from the Portsmouth Redevelopment and Housing Authorit <br /> will be available to appear before City Council to respond to questions on any resolution of <br />approval submitted by them for Council consideration. <br /> NOW, THEREFORE, BE IT RESCLVED by the City of Ports-mouth, Virginia, that the Portsmouth <br />Redevelopment and Housing Authority are hereby authorized to advertise and held the required <br />public hearings relative to the issuance of bonds it proposes to issue." <br /> <br /> Ayes: Barnes, Beamer, Gray, Holley, Webb, Whitlow, Johansen <br /> Nays: None <br /> <br /> 83-32 "Letter from the City Manager recommending transfer of $57,046 from the Grants <br /> Recreation. <br />Contingency Account for the Work Management Program in the Department of Parks and ' " <br /> <br /> "As you are aware from my earlier correspondence, the City has been awarded a grant of <br />$57,046 by the National Parks Service to develop a work management program for maintenance <br />services provided by the Department of Parks and Recreation. The project will create a:set <br />of techniques and procedures to plan, schedule, control and evaluate work activities, and train <br />local staff in their use and on-going application.
