<br />THE CITY MANAGER TO FILE DOCUMENTS REQUIRED TO OBTAIN THE CITY'S 1983 COMMUNITY
<br />DEVELOP~ENTCB~CK GRANT ENTITLEMENT.

<br /> WHEREAS, under the Housing and Community Development Act of 1974, .as amended,financial
<br />as$istafleSkis provided to localities for undertaking and carrying out development activities;
<br />and
<br />
<br /> WHEREAS, the required public hearing has been held and the City Council has reviewed the
<br /> 1983 Proposed Community Development Program's Statement of Objectives, and Use of Funds; and
<br />
<br /> WHEREAS, it is necessary that this Council take official action regarding this Program
<br /> to comply with the regulations of the aforementioned Act; and
<br />
<br /> WHEREAS, this Council is aware of the federal regulations governing the undertaking and
<br />carryzng out of activities under the Housing and Community Development Program; and
<br />
<br /> WHEREAS, this Council, on behalf of the City of Portsmouth, possesses the legal authority
<br />to apply for a grant and execute the proposed Program under the provisions of the aforemention{
<br />Act; and
<br />
<br /> WHEREAS, this Council recognizes its responsibility to direct that safeguards be establist
<br />to protect employee:g from using their position for a purpose that gives the appearance of bein
<br />motivated by a desire for private gain for themselves or others, particularly those with whom
<br />they have family, business or other ties; and
<br />
<br /> WHEREAS, this Council
<br />ment of Objectives and Use
<br />acceptable.

<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that
<br />the 1983 Community Development Program's Proposed Statement of Objectives and Use of Funds,
<br />having been reviewed and considered, be and hereby are approved in all respects and the City
<br />Manager is, hereby authorized to file the Final Statement of Objectives and Use of Funds and
<br />any additional information as may be required with the Department of Housing and Urban Develop-
<br />ment in order to obtain the 1983 Block Grant; and
<br />
<br /> BE IT FURTHER RESOLVED that the City Manager is designated as the certifying officer and
<br />authorized r~pre$~en~ative of the City of Portsmouth and shall provide assurances as required
<br />the regulations of the Housing and Community Development Act of 1974; and amended, for the
<br />approval of the 1983 Community Development Program."

<br />of Funds appropriate to meet the needs of the City and, therefore,

<br />period ended December 31, 1982.

<br /> "In accordance with Section 11-43 of the City Code, the Quarterly Financial Report for
<br />the period ended De~ember 31, 1982, is ~erew~th submitted.
<br />
<br /> For the second quarter~ of the fiscal year, revenues areeeven ~ith last year's receipts
<br />and expenditures are slightly behind last year. Actual revenues to date stand at 43 percent
<br />of the revenues estimated for the year, and 46 percent of the appropriations have been expended
<br />as of December 31, 1982. During ~he same quarter last year 43 percent of the estimated revenu,
<br />had been received and e~penditures were 47 percent of the budgeted appropriations. It is
<br />customary for ~xpenditures to exceed revenues at this point in the fiscal year, and it may be
<br />noted that the expenditures exceeded revenues by a difference of 3 percent during the period
<br />reported, and by 4 percent for the same quarter last fiscal year. At this point and time,
<br />there does not appear to be any indication of substantial problems with respect to either the
<br />revenues or the expenditures.',
