Februar,v 8~ 1983 <br /> <br /> 83-58 - Letter from the City Manager recommending adoption of a motion to refund $154 <br />plus interest for Tangible Personal Property Taxes assess in error. <br /> "A refund for Tangible Personal Property Taxes in the amount of $154 plus interest is <br />requested for James V. Culpepper II, 4209 Bart Street, Portsmouth, Virginia 23707. <br /> Mr. Culpepper was taxed in error on his 1980 Datsun for the year 1982. He was living <br />in Indiana and came to Portsmouth in September 1982." <br /> <br /> Motion of Mr. Beamer and seconded by Mrs. Webb, <br />James V. Culpepper $154., with interest, on Personal <br />was adopted by unanimous vote. <br /> <br />- NEW BUSINESS - <br /> <br />that authorization be granted to refund <br />Property Taxes assessed in error, and <br /> <br /> 83-59 ' Joseph E. Knight, 4820 Portsmouth Boulevard, representing NARFE Churchland Chapte <br />1293, spoke concerning the Olde Municipal Building and requested a report on plans for the use <br />of the building to-date. <br /> <br /> Mr. Kn%ght was informed that a letter would be furnished. <br /> 83-60 , 5lzs,c:C/¢bb reported on an unsightly cigarette sign on Rt. 17 and asked the City <br />Manager to look into the,ordinance pertaifling to billboards, requesting a report be furnished. <br /> 83-61- Q~ motio~_ ..... of.~...Mr..Barnes ~and seconded~· · b~,~r~s. Webb; ~he £olloWing-res°luti°n ~as <br />adopted, and by the following vote: <br /> "A RESOLUTION REQUESTING THE UNITED STATES POSTAL SERVICE TO RECONSIDER THE USE <br /> OF THE POSTMARK "TIDEWATER VIRGINIA". <br /> WHEREAS, ~the' United States PoStal Service has announced that all mail processed from the <br /> seven (7) cities around Hampton Roads will be postmarked "Tidewater VA"; and <br /> WHEREAS, this Postmark as presently designated is historically and geographically inaccur <br /> the term Tidewater being properly applicable historically and geographically to ail of Virgin~ <br /> east of the fall line; and <br /> WHEREAS, the Council of the City of Portsmouth favors the use of individual postmarks for <br />each of the cities located around Hampton Roads, but in the alternative, would suggest that <br />the term "Hampton Roads" is more properly descriptive of the seven (7) cities involved in this <br /> matter; and <br /> WHEREAS, the United States Postal Service has indicated that it would consider a change ii <br /> this designation.if sufficient justification therefor was present and there existed a broad <br /> consensus in favor of some other name. <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth that it requests <br /> that the United .States Postal Service reconsider its designation of the postmark "Tidewater VA <br /> for the seven (7) cities around Hampton Roads and establish individual postmarks, or, in the <br /> alternative, adopt the designation "Hampton Roads" as the postmark for these cities. <br /> BE IT FURTHER RESOLVED that the City Clerk be, and she hereby is, instructed to forward <br /> a copy of this resolution to the mayors and councils of the cities of Chesapeake, Hampton, <br /> Norfolk, Newport News, Suffolk and Virginia Beach, with the request that they consider a <br /> similar resolution." <br /> <br /> AMes: ~,~m~e~, B~amer~ .G~ay, ~.~o~]~.ey:~:.;.~!ebb~:~Johansen <br /> ~ays: Whitlow <br /> 83-~62~- Councilman Barnes requested that the City, Manager look into the false alarm <br /> <br /> 83-63 - Councilman Barnes presented a report from the Subcommittee of House of Delegates <br /> on the Elementary & Secondary Education, and the f$11owing statement from the report was <br /> read: <br /> <br />session to discuss the following, and was adopted by unanimous <br /> <br />"Without question, the sta~e is far behind in funding its share of the Basic Aid program. <br />Consequently, localities a~e forced to pay more than their required share of public educa <br /> have hit them harder than <br />~c~n~¢osts~he~:~r~ ~at Federal cutbacks and the recession <br />other l~vels of government. <br />Al%hough we have turned,3the corner on teacher salaries we remain some distance from our <br />target. -I~creased Basic Aid funding serves the dual purposes of relieving overburdened <br />loCal governments" (Exhibit 83-63) <br />83-64 - Motion of Vice Mayor Beamer and seconded by Mr. Gray to go into an executive <br /> vote: <br /> <br />te, <br /> <br />(1) Use, Sale or acquisition of Public Property; <br />(2) Consultation and briefing on Legal Matters including <br /> Contracts and Litigation; <br />(3) A PersCniel Matter; <br />(4) Boards and Commissions. <br /> <br /> <br />
