243 <br /> <br />February 8~ 1983 <br /> <br />At a regular meeting of the City Council held on February 8, 1983, there were present: <br /> <br />J. E. Johansen, Jack P. Barnes, Ben A. Beamer, Sr., J. Robert Gray, J~mes W. Holley, III <br />Gloria O. Webb, Morton V. Whitlow, George L. Hanbury, City Manager, Steven Lieberman, <br />City Attorney. <br /> <br /> Dr. Preston T. Bailey, Pastor of Highland Baptist Church, opened the meeting with prayer <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Johansen welcomed all visitors in attendance. <br /> <br /> Motion of Mr. Gray and seconded by Mr. Beamer, minutes of the called meeting of January <br />25, 1983; and minutes of the regular meeting of January 25, 1983, to be approved as received, <br />and was adopted by unanimous vote. <br /> <br /> 83-47 - Mayor Johansen presented paperweight to Michael S. Spence, 1st Place Winner in <br />the local high-:gch~ls of the "Voice of Democracy" Award, sponsored by the Veterans of Foreign <br />Wars. Michael's father, Leroy Spence, was present. <br /> <br /> 83-48 - Mayor Johansen presented paperweight to Gilbert Jones, Jr., Troop No. 260, Boy <br />Scouts of America, sponsored by Green Acres Presbyterian Church, having attained the rank of <br />"Eagle Scout". Gilbert"'S mother, Mrs. Gilbert Jones, Sr. accompanied him for the presentation. <br /> <br />UNFINISHED BUSINESS - <br /> <br /> f3-28 - The following ordinance, deferred from the meeting of January 25, 1983, was taken <br />up and read: <br /> <br /> "AN ORDINANCE CLOSING A CERTAIN 16 FOOT ALLEY ON THE EAST SIDE OF TYRE NECK ROAD." <br /> <br /> On motion of Mr. Gray and seconded by Mrs. Webb, the ordinance was adopted on final <br />reading, and by the following vote: <br /> <br /> Ayes!. Barnes, Beamer, Gray, Holley, Webb, Whitlow, Johansen <br /> Nays: None <br /> <br /> 82-355 - "Consideration of rate increase by Cox Cable of Portsmouth, deferred from the <br />meeting of January 25, 1983." <br /> <br /> Mr. Roger M.
