Sharpe, Jr., 402 Park Manor Road, representing Park Manor Civic Club. <br /> <br /> Motion of Mr. Gray and seconded by Mr. Barnes, that Mr. Sharpe be given an additional <br />S minutes, and was adopted by unanimous vote. <br /> <br /> Louis Whitehead, 4415 County Street, representing Westhaven Area Civi League, presented <br />statement from Mrs. Rosie Perkins, President of Westhaven Area Civic League, indicating that <br />they were opposed to not having the simple privilege of having the deciding word in determinin <br />the future of their investments and their lives. <br /> <br /> Leslie R. French, III, 208 Glasgow Street, representing Federation of Civic Clubs made <br />the following statement: , <br /> <br /> "The Federation of Civic Clubs voted not to take a position endorsing either the develope <br />or the citizens; but the Federation of Civic Clubs feel whenever a development project, or re- <br />zoning to accommodate a development project is being considered that one of the major factors <br />determining approval or disapproval be how the residents of that neighborhood feel about the <br />proposal - not just Park Manor, but to apply, to every area of the city." <br /> <br /> Joseph E. Knight, 4820 PDrtsmouth Boulevard, representing Simonsdale Civic Club, stated <br />that the majority members of Simonsdale Civic Club were against r~ezoning the property a~ Sand~ <br />Point for condominium; and also against spot zoning in the city. <br /> <br /> Bill Watts, 704 Mimosa Road, irepresenting Bernard Jernigan, President of Hodges Manor Ci~ <br />League, presented the following statement: <br /> <br /> "We realize the decision youihave to make concerning the condominiums in Park Manor is nc <br />an easy one. Our city has to be concerned with its tax base. We need to make efforts to in- <br />crease money coming into Portsmouth. <br /> <br /> Our city also has to be concerne~ with its citizens and individual communities. Efforts <br />must be made to work with the communiti'es, and maintain a trust between the people and the gow <br />ment body. <br /> <br /> Your decision will determine whether you think a project that will add a little bit of <br />money to the treasurer of the right of a community to decide whether the character of its <br />neighborhood should be changed is more important. ~ <br /> <br /> We feel the people in the community that will be affected is the most important. Con- <br />dominiums may be nice and may add more tax than single family dwellings, but a vote to put the~ <br />in a community that doesn't want them will also be a vote to cut into the trust we need in our <br />elected officials. <br /> <br /> On that basis, we urge you to vote against the Park Manor project. <br />Jernigan, President" <br /> <br />Signed by Bernard G. <br /> <br /> Debbie Hall, 402 Park Manor Road, spoke in opposition of the rez6ning. <br /> <br /> (d) On motion of Mrs. Webb and seconded by Mr. Beamer, to concur in the recommendation of the <br />Planning Commission, the following ordinance to be approved on first reading to rezone~end~ap- <br />proximate five acre parcel of land presently owned by Mr. Sandie and the City of Portsmouth; <br />said property is presently addressed as 6 Locust Lane from Residential R-?5-S to Residential <br />R-75K(Conditional), and was adopted by 5-1-1 (Nay-Whitlow; Abstaining-Holley) vote: <br /> <br /> "ZONING AMENDMENT ORDINANCE Z 83-4" <br /> <br /> (e) On motion of Mrs. Webb and seconded by Mr. Barnes, to concur in the recommendation of the <br />Planning Commission, GHP 83-1 to erect 53 units of townhouse type condominiums on approximatel~ <br />five acres of land, and to include in the proffer Windsor Road improvements to Park Manor Road <br />was approved on first reading~and ~es~R~op~edT~5~l-1 (Nay-WhitloW; Abstaining-Holley) vote. <br /> [~ i(f~.iZoning Petition Z 83-6 -James PetitionM.
