Webb, ~hitlow,' Johansen <br />Nays: None <br /> <br /> 83-133 Letter fr6m the City Manager recommending adoption of an ordinance amending Secti <br />23-13 of the City Code pert~aining to the use of certain streets by motor trucks. <br /> <br /> "~ ri <br /> PO the receipt of a number of complaints from residents of the Ebony Heights section <br />of Portsmouth, the Director of Planning, Engineering and Inspections has reviewed the problems <br />of trucks using Tyre Neck Road between West Norfolk Road and Dunkirk Street, and Dunkirk Street <br />oe~ween Towne Point Road and Tyre Neck Road, as a shortcut from West Norfolk Road to Towne Poin <br />Road. As a result of this review, it has been determined that traffic si~D~ should be installe <br />restricting the movement Of trucks fhrough this neighborhood. The City Attorney has advised <br />that same could be accomplished by the adoption of an amendment to ~23-13, which would prohibit <br />the operation of trucks of a gross w~ight of thirty six thousand (.36,000) pounds or over on th <br />stre.ets except for~ the purpose of receiving loads or making deliveries. This restriction has <br />prevmously been placed on a number of streets throughout the City 'where similar problems have <br />occurred. <br /> <br /> I recommend the adoption of the attached ordinance amending the City Code to accomplish <br />this restriction." <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Beamer, the following ordinance was adopted on <br />first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE AMENDING SECTION 23-13 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, <br />1973, PERTAINING TO THE USE OF CERTA2N STREETS BY MOTOR TRUCKS." <br /> <br />Ayes: Barnes, Beamer, Gray, Holley, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> 83-134 Letter from the City Manager recommending adoption of an ordinance to amend the <br />Code of the City of Portsmouth, by amending Sections 37-1, 37-2, 37-22, 37-24, 37-25, 37-29, <br />37-38, 37-39 and 37-50 pertaining to taxicabs. <br /> <br /> "The Clerk of the General District Court~ after consultation with the Chief Judge, the <br />City Attorney's office and the Portsmouth Police Department has requested certain changes per- <br />taining to the penalties for violation of Chapter 27, Article II of the City Code regarding the <br />operation of taxicabs. In addition, the Portsmouth Police Department and the City Attorney's <br />office have determined certain changes are needed to the same Chapter for purposes of clarifica- <br />tion of the taxicab regulations. <br /> <br /> The attached ordinance amending the Code has been prepared by the City Attorney to accompli <br />these changes. In accordance with the recommendation of the City Attorney, I recommend the <br />approval of this ordinance." <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Gray, that the matter be deferred to the meeting <br />of April 26, 1983, and was adopted by unanimous vote. <br /> <br /> 83-135 Letter from th~ City Manager recommendigg adoption of a resolution establishing <br />a schedule for the consideraKion by the City Council of the 1983-84 Operating Budget, the <br />imposition and levying of taxes and fees for the purpose of raising revenue for the support of <br />governmental operations and the public schools and general revenue. <br /> <br /> "Enclosed for your convenience is a copy of the Budget Calendar which shows the remaining <br />budgetary events and dates. <br /> <br />If you have any questions, as always, please call." <br /> <br /> Motion of Mr. Beamer and seconded by Mr. Gray, to amend the resolution to meeting of April <br />19th to the 20th to be held at 6:00 p.m. and meeting of May 3rd to the 4th to be held at ~:00 p <br />and the following resolution aa~amended, was adopted by the following vote. <br /> <br />A RESOLUTION ESTABLISHING A SCHEDULE FOR THE CONSIDERATION BY THE CITY COUNCIL OF THE <br />1983-84 OPERATING BUDGET, THE IMPOSITION AND LEVYING OF TAXES AND FEES FOR THE PURPOSE <br />OF RAISING REVENUE FOR THE SUPPORT OF GOVERNMENTAL OPERATIONS AND THE PUBLIC SCHOOLS <br />AND GENERAL REVENUE SHARING. <br /> <br />BE IT RESOLVED by the Council of the City of Portsmouth~ Virginia: <br /> <br /> 1. That a spec~ial meeting of the Council be held on April 20, 1983 at 6:00 p.m., Sixth <br />Floor, City Hall, for the purpose of holding a budget work session. <br /> <br /> 2. That the location of the Public Hearing scheduled for April 26, 1983, on the 1983-84 <br />Operating Budget, the imposition and levying of taxes and fees for the purpose of raising <br />revenue for the support of governmental operations and the public schools and general revenue <br />sha~ing be changed to the T.
