272 <br /> <br />April 12, 1983 <br /> <br /> 83-130 - Letter from the City Manager recommending adoption of an ordinance to amend the <br />Code of the City/of Portsmouth, by amending Section 2-19 pertaining to self-insurance fund <br />and by repealing Section 2-4 pertaining to bonds of personnel. Adoption of this ordinance <br />will result in a savings to the City in premium costs of approximately $70,000 and the poten- <br />tial for saving millions. <br /> <br /> "The Comprehensive Risk Management Program has been under development over the past <br />several months, and bids have now been analyzed for the purchase of insurance policies. The <br />results are successful beyon~ all expectations. The new program affords much broader property <br />and liability coverage at a preium cost of approximately $70,000 less; and, ~ould possibly saw <br />the City of Portsmouth millions of dollars. It is recommended that the bid proposal be awarde~ <br />to the company ranked first by the consultant, Marsh and McLennan, Inc. <br /> <br /> The consultant's evaluation of the bid proposals is attached. Proposals were also re- <br />ceived from Commercial Insurance Agency, Alexander and Alexander, and Welton, Duke and Hawks. <br />The Marsh proposal is priced at about $15,000 less than the second ranked proposal, that of <br />Commercial Insurance Agency. The Marsh proposal also has lower deductibles on several of the <br />important coverages. <br /> <br /> The insurance coverage specifications submitted to the agencies for the bid allowed a de- <br />gree of flexibility to encourage the Use of underwriting expertise in developing the insuranc~ <br />package most suitable to the particular needs of the City of Portsmouth. As a result of the <br />allowed fexibility the consultant raised questions on each proposal, including several on the <br />Marsh proposal, stated on pages 3 and 4 of the evaluation. The consultant advised the City <br />administration to address the questions raised prior to awarding the bid. The staff of the <br />Finance Department has reviewed each question raised on the first ranked proposal. The staff <br />has analyzed the financial statements of the insurance carriers used in the Marsh proposal, <br />and found the companies to be in satisfactory financiai~ ~Ondition~ The two staff reports and <br />a letter from the City Attorney are attached for your revi6w. <br /> <br /> The development of this comprehensive risk management program has been accomplished by <br />the risk management consultant working closely with the staffs of the Finance and Law Depart- <br />ments. In particular, Mr. Lee Hollett of the Finance Department staff has performed a key rol. <br />in this process, and is to be commended for his fine efforts. The City Attorney and Director <br />of Finance have been involved throughout the development process, and they have thoroughly re- <br />viewed the insurance proposalB~ They, as well as I, find the awarding of the Marsh proposal, <br />and passage of the proposed Code amendments to be in the best interest of the City, and we re- <br />quest immediate approval in order to allow the program to become effective May 1, 1983." <br /> <br /> On motion of Mr. Whitlow and seconded by Mr. Gray, the following ordinance was adopted <br />on first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CIiTY OF PORTSMOUTH, VIRGINIA, 1973, <br />AS AMENDED, BY AMENDING SECTION 2-19 PERTAINING TO SELF-INSURANCE FUND AND BY <br />REPEALING SECTION 2-4 PERTAINING TO BONDS OF PERSONNEL." <br /> <br />Ayes: Barnes, Beamer, Gray, Riley, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> 83-13I - Letter from the City Manager r~commending adoption of an ordinance to amend the <br />Code of the City of Portsmouth, by amending Section 23-182 pertaining to a portion of King Strc <br />being one way. <br /> <br />Letter refers to Items 83-131 and 83-132 <br /> <br /> "On March 22, 1983, City Council, in accordance with the requirements of the State law, <br />appointed viewers after due advertisement relative to the application for closure of a portion <br />of King Street filed on behalf of 21st High Properties. The viewers have reported that there <br />would be no objections to the closing of this portion of King Street behind the former Sears' <br />Store from Williamsburg Avenue west 375 feet to the property line. <br /> <br /> Both the viewers and the Planning Commission have recommended that the remaining portion <br />King Street from the property line west to Yorktown Avenue should be ehanged from a one-way <br />street in a westerly direction to a two-way street. This change would provide ingress and <br />egress access to the remaining property-owners on King Street beyond the former Sears' propert <br /> <br /> The attached Ordinance closing the applicable portion of King Street and designating the <br />remaining portion between Williamsburg Avenue and Yorktown Avenue as two-way have b~en preparec <br />by the City Attorney. I recommend adoption of these ordinances." <br /> <br /> 83-132 - Letter from the City Manager recommending adoption of an ordinance closing a <br />port£6n of!Ki~g~S~reet~ (See letter above) <br /> <br /> Howard E.
