That a special meeting of the Council be held on May 4, 1983 at 7:00 p.m. in the Council Chambers, Sixth Floor, City H~ll for the purpose of considering the 1983-84 Operating Budget, the imposition and levying of taxes and fees for the purpose of raising revenue for the support of governmental operations and the public schools, and general revenue sharing and such other matters as may be deemed appropriate." Ayes: Barnes, Beamer, Gray, Holley, ~ebb, Whitlow, Johansen Nays: None 83-136 - Letter from the City Manager recommending adoption of a motion to refund costs for City Motor Vehicle Decals paid in error. "The Commissioner of Revenue has requested the refunding of City Motor Vehicle Decals pai~ in error to those individuals appearing on the attached list. As these decals were purchased in error on interest will be paid on the amounts refunded. I recommend that Council adopt a motion to indicated." the part of the individuals concerned, no refund these erroneous decals in the amounts Motion of Mr. Gray and seconded by Mr. Barnes, that authorization be granted to refund to the following individuals City Motor Vehicle Decals paid in error; Rush T. Allison, $4.58; Ronald W. Griffin, Sr., $20.00; Alicia W. Lynch, $20.00; Ralph E. Owens, $25.00; Cynthia A. Rabba, $22.00; Debra T. & Anthony Salanga, $20.00; Thomas E. Schaut, $20.00; and, was adopted by unanimous vote. NEW BUSINESS 83-140 Vice Mayor Beamer offered the following nominations for appointments to the following Boards/Commissions: Board of Electrical Examiners John A. Bender, Jr., to be appointed for a term of four years, replacing Joseph S. Bell, Jr. expiring March 1, 1987, Community Services Board Donna M. Lovko, to be appointed to fill an unexpired term ending June 30, 1985, replacing Judy A. Griswold, Jane Jacks6n, to be appointed to fill an unexpired term ending June 30, 1986 replacing Judith E. Piersall. Motion of Mr. Barnes and seconded by Mr. Gray, to close nominations and there being no further nominations, the above members to be elected to the designated Boards/Commissions, and was adopted by unanimous vote. 83-141 Point. Councilman Barnes commented regarding the lack of sidewalks for the length of the under- passes and asked that it be looked into. 83-144 Councilman Barnes spoke concerning the amount of paperwerk being received and that the matter should be reviewed; also requested that each member of Council have a map showing where'at this time multi-family housing is located within the city so Coundil-can look by areas where the city is over-loaded and not over-loaded. The City Manager responded to both requests. g3-145 Motion of Mr. Gray and seconded by Mr. Barnes, to go into an executive session ~o discuss the following, and was adopted by unanimous vote. (1) Use, ~ale or Acquisition of Public Property; (2) Consultation and briefing on Legal Matters including Contracts and Litigation; (3) A Personnel Matter~ (4) Boards and Commissions.
