Au.qust 28, 2001 <br /> <br />01 - 256 - Adoption of an ordinance to amend Chapter 10 of the Code of the City of <br />Portsmouth related to changes in precinct boundary lines due to redistricting that was <br />approved by the 2001 Virginia General Assembly and the Department of Justice and <br />one polling place due to a facility location change. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance to amend Chapter 10 of the Code of the City of <br />Portsmouth related to changes in precinct boundary lines due to redistricting that was <br />approved by the 2001 Virginia General Assembly and the Department of Justice, and <br />one polling place change due to the location of a new St. Mark Missionary Baptist <br />Church facility located within 1500 yards of the Precinct 13 boundary lines. <br /> <br />Purpose and Need: <br /> <br />· The boundary lines of precinct 07, 09, 13, 35, and 36 are changed as a result of <br />redistricting that has been approved by the General Assembly during the 2001 Special <br />Session and the Department of Justice. A voting place change is necessary for <br />Precinct 13 due to the relocation of the facility. <br /> <br />· Changes are reflected on the attached maps. <br /> <br />Financial Impact: <br /> <br />· The financial impact will be minimal, such as notifying voters of the new precinct <br />changes. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"AN ORDINANCE TO AMEND CHAPTER 10 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTIONS 10-43, 10-44, 10-47, <br />10-67 AND 10-68 THEREOF PERTAINING TO VOTING PRECINCT BOUNDARIES <br />AND SECTION 10-98 PERTAINING TO VOTING PLACES." <br /> <br />Ayes: Benn, Griffin, Moody, Robinett, Whitehurst <br />Nays: None <br /> <br />01 - 257 - Adoption of an ordinance to appropriate $137,352 in funds received from the <br />Portsmouth Redevelopment and Housing Authority to the Portsmouth Parking Authority <br />as reimbursement for the cost of constructing the new parking lot at Columbia and <br />Crawford Streets. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance to appropriate $137,352 in funds received from the <br />Portsmouth Redevelopment and Housing Authority (PRHA) to the Portsmouth Parking <br />Authority as reimbursement for the cost of constructing the new parking lot at Columbia <br />and Crawford Streets. <br /> <br />Purpose and Need: <br /> <br />· The construction of Harbor Center necessitated the relocation of parking behind City <br />Hall that served the Tri-Care Building. The parking lot at Columbia and Crawford <br />Streets was recently built to fill this parking void. <br /> <br />· PRHA, who leases the Tri-Care Building, reimbursed the City for the cost of the <br />improvements. This lot also serves as parking for Harbor Center in the evenings. <br /> <br />Financial Impact: <br /> <br />· The cost of construction has been paid by PRHA. The City will maintain the parking <br />lot. <br /> <br /> <br />
