Au.qust 28, 2001 <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $137,352 TO THE PORTSMOUTH PARKING <br />AUTHORITY FUND FOR THE CONSTRUCTION OF THE NEW PARKING LOT AT <br />COLUMBIA AND CRAWFORD STREETS." <br /> <br />Ayes: Benn, Griffin, Moody, Robinett, Whitehurst <br />Nays: None <br /> <br />01 - 258 - Adoption of an ordinance to appropriate $2,600,000 in the Public Utilities <br />Capital Improvements Fund pursuant to a grant from the Economic Development <br />Administration. <br /> <br />These funds combined with a $3,000,000 local match will provide for the <br />relocation of the electrical power supply at the Lake Kilby Water Treatment <br />Facility. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance to appropriate $2,600,000 in the Public Utilities Capital <br />Improvements Fund for the Electrical Facility Relocation Project at the Lake Kilby Water <br />Treatment Facility. <br /> <br />Purpose and Need: <br /> <br />· The Economic Development Administration has approved a grant for the Electrical <br />Facility Relocation Project at the Lake Kilby Water Treatment Facility. <br /> <br />· This project is designed to preserve the integrity of the water plant by keeping it from <br />flooding. The project will consist of the replacement and relocation to a non-flood site of <br />the electric power supply facility serving the Lake Kilby Water Treatment Plant through <br />activities including the construction/installation of an equipped power and distribution <br />facility, along with all necessary associated improvements. <br /> <br />Financial Impact: <br /> <br />· $3,000,000 from the Public Utilities projects already appropriated and funded with <br />bond proceeds is required as the local match for this grant for a total award <br />$5,600,000. <br /> <br />of <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Benn, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $2,600,000 IN THE PUBLIC UTILITIES <br />CAPITAL IMPROVEMENT FUND FOR THE RELOCATION OF THE ELECTRICAL <br />FACILITY AT THE LAKE KILBY WATER TREATMENT FACILITY." <br /> <br />Ayes: Benn, Griffin, Moody, Robinett, Whitehurst <br />Nays: None <br /> <br />01 -259 - Adoption of a resolution authorizing an application to the Virginia Public <br />School Authority (VPSA) and adoption of an ordinance authorizing the issuance of not <br />to exceed $4,000,000 General Obligation School Bonds for new John Tyler Elementary. <br />These bonds of the City will be sold to the VPSA pursuant to the Literary Fund Subsidy <br />sale. <br /> <br />(a) Adoption of a resolution authorizing an application to VPSA. <br /> <br />(b) Adoption of an ordinance appropriating $4,000,000 in the Capital <br /> Improvements Fund, contingent upon the issuance of the VPSA bonds. <br /> <br /> <br />
