Au.qust 28, 2001 <br /> <br />01 - 254 - Public hearing on the issuance of General Obligation School Bonds (the <br />"Bonds") of the City to be sold to the Virginia Public School Authority in the 2001 Fall <br />Literary Fund Subsidy Sale in the estimated maximum amount of $4,000,000 to finance <br />certain projects for school purposes. <br /> <br />There were no speakers. <br /> <br />- Unfinished Business - <br /> <br />01 - 233 - Code amendment application: <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, approved at the August 14, 2001 meeting, and was adopted by the following <br />vote: <br /> <br />01-233(a): <br /> <br />"AN ORDINANCE TO AMEND CHAPTERS 40 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988) BY ADOPTING A NEW SECTION 40-172.2 <br />PERTAINING TO TRANSPORTATION SYSTEMS ANALYSIS, MANAGEMENT AND <br />SAFETY." <br /> <br />Ayes: Benn, Griffin, Moody, Robinett, Whitehurst <br />Nays: None <br /> <br />- City Manager's Report - <br /> <br />01 - 255 - Adoption of a ordinance to appropriate a $100,000 grant received from the <br />Department of Conservation and Recreation's (DCR) Water Quality Improvement Fund. <br /> <br />The funds will be used for the construction of a regional stormwater retention <br />basin to help alleviate flooding in the area of the Portsmouth Corporate Center. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance to appropriate a $100,000 grant received from the <br />Department of Conservation and Recreation's (DCR) Water Quality Improvement Fund <br />to construct a regional stormwater retention basin for the Portsmouth Corporate Center. <br /> <br />Purpose and Need: <br /> <br />· The regional stormwater retention basin at the Portsmouth Corporate Center will <br />serve 42 acres of drainage area and will include aquatic benches planted with wetland <br />plants and aeration equipment to improve water quality and basin appearance. <br /> <br />· The stormwater retention basin will help to alleviate flooding in the new Corporate <br />Center, an area that has always suffered from inadequate drainage facilities, and will <br />provide for improved water quality in the downstream receiving waters. <br /> <br />Financial Impact: <br /> <br />· The 50% City match of $100,000 has been previously appropriated in the Capital <br />Improvements Fund. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $100,000 IN THE CAPITAL IMPROVEMENT <br />FUND FOR THE CONSTRUCTION OF A REGIONAL STORMWATER RETENTION <br />BASIN IN THE AREA OF THE PORTSMOUTH CORPORATE CENTER." <br /> <br />Ayes: Benn, Griffin, Moody, Robinett, Whitehurst <br />Nays: None <br /> <br /> <br />
