Februar~ 8, 2000 Motion by Mr. Whitehurst, and seconded by Mr. Pitts, to adopt the following ordinance, and was adopted by the following vote: "AN ORDINANCE TO APPROPRIATE $2,088,000 FROM THE CAPITAL IMPROVEMENTS FUND FOR COMPLETION OF PHASE II OF THE CONGESTION, MITIGATION AND AIR QUALITY (CMAQ) IMPROVEMENT TRAFFIC SIGNAL PROGRAM." Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley Nays: None 00 - 32 - Adoption of an ordinance and a motion for neighborhood improvements. A. Adoption of an ordinance to appropriate $200,000 in the Capital Improvement Fund for street and drainage improvements in the Highland Biltmore area and demolition of a school in the Truxtun area of the City. B. Adoption of a motion to exceed the 25% change order limit to the contract for demolition of the former I.C. Norcom High School to demolish the old Truxtun Elementary School. Recommendation: A. Adoption of an ordinance to appropriate $200,000 in the Capital Improvement Fund for neighborhood improvements. B. Approval of a motion to exceed the 25% limit of allowable change orders to the contract for the demolition of the old Norcom High School to demolish the old Truxtun Elementary School at Deep Creek Boulevard and Portsmouth Boulevard. Purpose and Need: A. Bids were received on January 13, 2000 for Phase 1 of the Highland Biltmore Improvements (See Attachment No. 1). This project includes drainage improvements to Elliott Avenue from Gee to Deep Creek and Gee Street from Elliott to DeKalb. Project time is estimated at 270 days. The bids exceeded the amount currently appropriated in the CIP, therefore in order to complete the project, an additional $100,000 is needed. B. A change order to demolish the old Truxtun School was negotiated with the contractor demolishing the old Norcom High School at a cost of approximately $100,000. Award requires approval to exceed the 25% change order limit on the project. The contractor, Old Dominion Demolition, will move immediately to the Truxtun School site following this approval. Financial Impact: · The $200,000 needed to complete both projects is being considered an advance appropriation from the 2001 CIP. Motion by Mr. Benn, and seconded by Mr. Moody, to adopt the following ordinance and motion to exceed the 25% change order limit to the contract for demolition of the former I.C. Norcom High School to demolish the old Truxtun Elementary School, and was adopted by the following vote: "AN ORDINANCE TO APPROPRIATE $200,000 IN THE CAPITAL IMPROVEMENT FUND FOR NEIGHBORHOOD IMPROVEMENTS."
