Februar~ 8, 2000 <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Pitts, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $2,088,000 FROM THE CAPITAL <br />IMPROVEMENTS FUND FOR COMPLETION OF PHASE II OF THE CONGESTION, <br />MITIGATION AND AIR QUALITY (CMAQ) IMPROVEMENT TRAFFIC SIGNAL <br />PROGRAM." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />00 - 32 - Adoption of an ordinance and a motion for neighborhood improvements. <br /> <br /> A. Adoption of an ordinance to appropriate $200,000 in the Capital Improvement <br />Fund for street and drainage improvements in the Highland Biltmore area and <br />demolition of a school in the Truxtun area of the City. <br /> <br /> B. Adoption of a motion to exceed the 25% change order limit to the contract for <br />demolition of the former I.C. Norcom High School to demolish the old Truxtun <br />Elementary School. <br /> <br />Recommendation: <br /> <br />A. Adoption of an ordinance to appropriate $200,000 in the Capital Improvement Fund <br />for neighborhood improvements. <br /> <br />B. Approval of a motion to exceed the 25% limit of allowable change orders to the <br />contract for the demolition of the old Norcom High School to demolish the old Truxtun <br />Elementary School at Deep Creek Boulevard and Portsmouth Boulevard. <br /> <br />Purpose and Need: <br /> <br />A. Bids were received on January 13, 2000 for Phase 1 of the Highland Biltmore <br />Improvements (See Attachment No. 1). This project includes drainage improvements <br />to Elliott Avenue from Gee to Deep Creek and Gee Street from Elliott to DeKalb. <br />Project time is estimated at 270 days. The bids exceeded the amount currently <br />appropriated in the CIP, therefore in order to complete the project, an additional <br />$100,000 is needed. <br /> <br />B. A change order to demolish the old Truxtun School was negotiated with the <br />contractor demolishing the old Norcom High School at a cost of approximately <br />$100,000. <br /> <br />Award requires approval to exceed the 25% change order limit on the project. <br />The contractor, Old Dominion Demolition, will move immediately to the Truxtun <br />School site following this approval. <br /> <br />Financial Impact: <br /> <br />· The $200,000 needed to complete both projects is being considered an advance <br />appropriation from the 2001 CIP. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Moody, to adopt the following ordinance <br />and motion to exceed the 25% change order limit to the contract for demolition of the <br />former I.C. Norcom High School to demolish the old Truxtun Elementary School, and <br />was adopted by the following vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $200,000 IN THE CAPITAL IMPROVEMENT <br />FUND FOR NEIGHBORHOOD IMPROVEMENTS." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br /> <br />
