Februar~ 8, 2000 <br /> <br />00 - 33 - Adoption of a motion to transfer $70,367 from the Grants Contingency Account <br />for the Support Training Education Program (STEP) for Violence Against Women. <br /> <br />This is the fourth year of a four-year grant. The local cash match is $10,645. <br /> <br />Recommendation: <br /> <br />· Adoption of a motion to transfer $70,367 from the Grants Contingency Account for <br />the Support Training Education Program (STEP) Grant for Violence Against Women. <br /> <br />Purpose and Need: <br /> <br />· The Criminal Justice Services Board has approved a Support Training Education <br />Program (STEP) Grant for Violence Against Women. <br /> <br />· This is the fourth year of a four year grant. This program employs a full-time <br />special prosecutor and a victim advocate to assist female victims of domestic violence, <br />sexual assault and stalking. Because of the high number of incidents and the <br />sensitivity of these cases, more time is needed to effectively prosecute them. <br /> <br />· A council, that includes representatives from the Commonwealth's Attorney's Office, <br />H.E.R. (battered women's shelter), Police Department, Magistrate's Office, Maryview <br />Medical Center, Navy Family Advocacy Program, Children's Hospital of the Kings <br />Daughters, was established to develop a coordinated and cooperative approach in the <br />manner in which these victims were treated. This partnership has resulted in less <br />reluctance by victims to report incidents, more cooperation among agencies thus <br />resulting in cases getting to court faster and an increase in successful prosecution. <br />Increased successful prosecutions send a message to abusers and perpetrators that <br />neither the Court nor the community will tolerate domestic violence, sexual assault or <br />stalking of women. <br /> <br />Financial Impact: <br /> <br />· Funding sources are as follows: <br /> <br />Federal Funding $ 59,722 <br />Local Cash Match 10,645 <br /> Total $ 70,367 <br /> <br />· The Commonwealth's Attorney's office must provide an in-kind match valuing <br /> $10,511. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to transfer $70,367 from the <br />Grants contingency Account for the support training education Program (STEP) for <br />Violence Against Women, and was adopted by the following vote: <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />- New Business - <br /> <br />00 - 34 - Mr. Griffin offered the following nomination for the following Boards and <br />Commissions: <br /> <br />TIDEWATER COMMUNITY COLLEGE <br /> <br />Vernon L. Randall to be appointed to fill an unexpired term ending June 30, 2003, <br />replacing Warren Harris. <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Robinett, to close the nomination, and <br />there being no further nominations, the above nomination was adopted by unanimous <br />vote. <br /> <br /> <br />
