That this resolution shall become effective when the cities of Chesapeake, Franklin, <br />Norfolk, Portsmouth, Suffolk and Virginia Beach and the counties of Isle of Wight and Southam <br />have consented to the proposed articles of amendment and have set forth the information herein <br />contained by duly adopted concurrent ordinance or resolution; and that upon the adoption of <br />such concurrent resolution or ordinance by the cities and counties herein named, the proper <br />officer of the ©ity ~shal~l be authorized to execute the Articles of Amendment of the South- <br />eastern Public Service Authority of Virginia, and his signature be attested by the Clerk under <br />the official seal of the City.' <br /> <br /> 3. That this resolution shall take effect from the date of its adoption." <br /> <br /> Ayes: Beamer, Gray, Holley, Webb, Whitlow, Johansen <br /> Nays~ None <br /> 83-207 Letter ffrom the City Manager recommending adoption of a resolution appointing <br />viewers for the closing of a portion of Reed Avenue. <br /> "The Portsmouth Redevelopment and Housing Authority has made application for the closing <br /> of a certain portion of Reed Avenue on the southern side of Ballard Avenue in connection with <br /> the Hattonsville Redevelopment Project. The Planning Commission recommended approval of this <br /> street closure at its meeting of May 3, 1983, and the application for the appointment of viewe <br /> has been advertised according to the State law. <br /> The attached resolution prepared by the office of the City Attorney would appoiu~ viewers <br /> to make the necessary report to the City Council and, I recommend adoption of same." <br /> On motion of Mr. Gray and seconded by Mrs. Webb, the following resolution was adopted, <br /> and by the following vote: <br /> "A RESOLUTION APPOINTING VIEWERS FOR THE CLOSING OF A PORTION OF REED AVENUE. <br /> WHEREAS, Portsmouth Redevelopment and Housing Authority has made application to vacate, <br /> close and discontinue the hereinafter-.described portion of Reed Avenue, and it appearing that <br /> notice of application and request for the appointment of viewers was duly advertised accordin <br /> to law. <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that A <br /> N. Kendrick, Lenon Vann, H. G. Hariston, James H. Griffin and James L. Linehan be appointed <br /> viewers and that James Moss and C. E. Ellis be appointed alternate viewers in the event one of <br /> the preceding viewers fails to participate, said viewers to view the hereinafter-described <br /> portions of said street and to report to this Council in writing whether in their opinion any, <br /> and if any, what inconvenience would result in the vacating and closing of the following: <br /> A PORTION OF REED AVENUE <br /> <br /> All that certain piece or parcel of land, lying and being in the City of Portsmouth, <br /> Virginia, comprising that portion of Reed Avenue as shown on a plat entitled "Plat Show- <br /> ing Pcrtion Of Reed Avenue To Be Closed For Portsmouth Redevelopment And Housing <br /> Authority", prepared by the Engineering and Technical Services Department, City of <br /> Portsmouth, Virginia, dated March 8, 1983, a copy of which is attached hereto.
