235 <br /> <br />June 14, 1983 <br /> <br /> 83-237 Letter from the City Manager recommending adoption of a resolution appointing <br />viewers for the closing of a portion of Harbor Street. <br /> <br /> "The PRHA has made application to close Harbor Sl~'ee~ as a public street in connection wit <br />the North Harbor development Project. The Planning Commission at its meeting on April 5, 1983 <br />recommended the approval of this street closure, and the attorney's for PRHA has caused the <br />necessary advertisement to be published as required by law. <br /> <br /> I recommend the adoption of the attached resolution prepared by the office of the City <br />Attorney which will appoint viewers to make a recommendation to the City Council on the pro- <br />posed street closure." <br /> See motion below <br /> "A RESOLUTION APPOINTING VIEWERS FOR THE CLOSING OF A PORTION OF HARBOR STREET. <br /> <br /> WHEREAS, Portsmouth Redevelopment and Housing Authority bas made application to vacate, <br />close and discontinue the hereinafter-described portion of Harbor Street, and it appearing tha <br />notice of application and request for the appointment of viewers was duly advertised according <br />to law. <br /> <br /> NOW, THEREFORe, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that A <br />N. Kendrick, James Moss, Howard L. Davis, Clinton J. Fortune and James Linehan be appointed <br />viewers and that Simon P. Arrington and Harrison Miller be appointed alternate viewers in the <br />event one of the preceding v~ewers Jails to participate, said viewers to vmew the hereinafter- <br />described port,on of such street and to report to this Council in writing whether in their <br />opinion any, and if any, what mnconvenzence would result in vacating and closing the following <br /> <br />HARBOR STREET <br /> <br /> All that portion of Harbor Street between Harbor Court on the north and <br />Water Street on the south. (S-83-4)" <br /> <br />* On motion of Mrs. Webb and seconded by Mr. Gray, the above resolution was adopted, and <br />by the following vote: <br /> <br />Ayes: Barnes, Gray, Holley, Webb, Beamer <br />Nays: None <br /> <br /> 83-238 Letter from <br />to the lowest responsible <br />S. H. Clarke School. <br /> <br />the City Manager recommending adoption of a mot'ion to award contract <br />bidder for construction of new welding and sandblasting labs for <br /> <br /> "As you are aware, the City has been seeking to establish a City-Wide Skills Center for <br />quite sometime. In 1981 an architect was engaged to prepare the plans and specifications to <br />make the S. H. Clarke Vocational Training Center a Comprehensive Skills Center. Unfortunately <br />funding restraints since then have made it necessary to limit construction activity to only a <br />portion of the recommended Skills Center at this time. <br /> <br /> Bids have been received and opened for the renovation of the Welding and installation of <br />a Sandblasting Lab. Two bids were received as follows; <br /> <br />Contractor; Bids Price No. Calendar Days <br /> <br />(1) Hitt Electric Corporation $ 62,100.00 90 <br />(2) Perlin Construction Company, I~c. 126,000.00 120 <br /> <br />City Estimate 55,000.00 <br /> <br /> Since the Hitt Electric Corporation has performed work satisfactorily for the City as a <br />subcontractor and was the low-bidder, the City Engineer recommends the award of the construc- <br />tion contract to Hitt Electric in the amount of $62,100.00. <br /> <br />The total anticipated cost of this project has been determined as follows: <br /> <br />Contruction Contract ~Hi~ Electric Corp.) <br />Contingencies <br />Inspection and Administration <br />Architect fYates & Berkley Associates) <br />Pre-purChased Equipment <br /> <br />$:~62,100.00 <br /> 7,900.00 <br /> S,000.00 <br /> ~,000.00 <br /> 28,700.00 <br /> <br />$~6,'?oo.oo <br /> <br /> No appropriation will be required to complete this project as previously appropriated <br />Manpower Private Industry Council and Community Development funds will be used to pay for all <br />costs incurred. <br /> <br /> The City Engineer recommends the award of the construction contract for this project to <br />the low bidder on first reading. I concur with his recommendation and request that the City <br />Council approve this project." <br /> <br /> Motion of Mr~ Gray and seconded by Mrs[ Webb, that ,the City Manager be authorized to <br />award the contract to the lowest responsible bidder, as recommended, to Hitt Electric Corpora- <br />tion, as the lowest responsible bidder, and was adopted by unanimous vote. <br /> <br /> <br />
