235 June 14, 1983 83-237 Letter from the City Manager recommending adoption of a resolution appointing viewers for the closing of a portion of Harbor Street. "The PRHA has made application to close Harbor Sl~'ee~ as a public street in connection wit the North Harbor development Project. The Planning Commission at its meeting on April 5, 1983 recommended the approval of this street closure, and the attorney's for PRHA has caused the necessary advertisement to be published as required by law. I recommend the adoption of the attached resolution prepared by the office of the City Attorney which will appoint viewers to make a recommendation to the City Council on the pro- posed street closure." See motion below "A RESOLUTION APPOINTING VIEWERS FOR THE CLOSING OF A PORTION OF HARBOR STREET. WHEREAS, Portsmouth Redevelopment and Housing Authority bas made application to vacate, close and discontinue the hereinafter-described portion of Harbor Street, and it appearing tha notice of application and request for the appointment of viewers was duly advertised according to law. NOW, THEREFORe, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that A N. Kendrick, James Moss, Howard L. Davis, Clinton J. Fortune and James Linehan be appointed viewers and that Simon P. Arrington and Harrison Miller be appointed alternate viewers in the event one of the preceding v~ewers Jails to participate, said viewers to vmew the hereinafter- described port,on of such street and to report to this Council in writing whether in their opinion any, and if any, what mnconvenzence would result in vacating and closing the following HARBOR STREET All that portion of Harbor Street between Harbor Court on the north and Water Street on the south. Clarke School. the City Manager recommending adoption of a mot'ion to award contract bidder for construction of new welding and sandblasting labs for "As you are aware, the City has been seeking to establish a City-Wide Skills Center for quite sometime. In 1981 an architect was engaged to prepare the plans and specifications to make the S. H. Clarke Vocational Training Center a Comprehensive Skills Center. Unfortunately funding restraints since then have made it necessary to limit construction activity to only a portion of the recommended Skills Center at this time. Bids have been received and opened for the renovation of the Welding and installation of a Sandblasting Lab. Two bids were received as follows; Contractor; Bids Price No. Calendar Days (1) Hitt Electric Corporation $ 62,100.00 90 (2) Perlin Construction Company, I~c. 126,000.00 120 City Estimate 55,000.00 Since the Hitt Electric Corporation has performed work satisfactorily for the City as a subcontractor and was the low-bidder, the City Engineer recommends the award of the construc- tion contract to Hitt Electric in the amount of $62,100.00. The total anticipated cost of this project has been determined as follows: Contruction Contract ~Hi~ Electric Corp.) The City Engineer recommends the award of the construction contract for this project to the low bidder on first reading. I concur with his recommendation and request that the City Council approve this project." Motion of Mr~ Gray and seconded by Mrs[ Webb, that ,the City Manager be authorized to award the contract to the lowest responsible bidder, as recommended, to Hitt Electric Corpora- tion, as the lowest responsible bidder, and was adopted by unanimous vote.
