323 <br /> <br />June 14, 1983 <br /> <br /> 83-233 Letter from the City Manager recommending adontion of a resolution approving <br />the Long Term Car~ Plan for the City of Portsmouth. <br /> <br /> "As you are aware, in April of 1982, the Virginia General Assembly passed Senate Bill <br />219 establishing a statewide network of Long Ferm Care Coordinating Committees. These com- <br />mittees were charged with the development of Long Term Care Plans for their communities to <br />ensure that a broad range of services are available to impaired elderly persons. <br /> <br /> In response to the mandate of Senate Bill 219, Portmsouth's Long <br />Committee has developed the smtad~dc plan. Therefore, I recommend the <br />tached resolution and implementation of the plan." <br /> <br />Term Care Coordinating <br />adoption of the at- <br /> <br /> The City Manager requested that the resolution be deferred until Long Term Care Coordi- <br />nating Committee's comments have been presented, as indicated in the above letter. <br /> <br /> Motion Mr. Barnes and seconded by Mrs. Webb, that the matter be deferred until such <br />comments are received, June-~8,~lg~.an~ ~s~,adopted~by unanimous vote. <br /> <br /> 83-234 Letter from tho City Manager recommending adoption of a resolution authorizing <br />the sale of a small triangular parcel of property at the intersection of Ninth Street and <br />Madison Street to PRHA. <br /> <br /> "In 1977, the City Council, in connection with street improvements in the Effingham <br />Redevelopment Project, acquired a parcel of land to permit a change zn the design in the <br />intersection of Madison Street and N~nth Street. Subsequently, a decision was made to leave <br />the street at a 90° angle in lieu of the curved intersectmon as shown on the attached plat <br />and, as a result of such decision, all of the property originally acquired was no longer <br />needed. The Portsmouth RedeveIopment 8 Housing Authority has agreed to pay the appraised <br />value of the property, which is $485,000, and the City Attorney has prepared a resolution <br />authorizing the conveyance of the triangle parcel of property to PRHA. The property will <br />be added to the adjoining parcel for ultimate disposition by PRHA to private ownership. <br />I recommend adoption of the attached resolution authorizing the conveyance of the property <br />to PRHA." <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Gray, the following resolution was adopted, <br />and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVEY CITY-OWNED PROPERTY <br />TO PORTSMOUTH REDEVELOPMENT AND HOUSING A~THORITY (MADISON STREET AND NINTH <br />STREET). <br /> <br /> WHEREAS, by deed dated November 7, i977, the <br />property for the purpose of street realignment in <br />Project, VAR-72; and <br /> <br />City acquired the hereinafter-described <br />connection with the Effingham Redevelopment <br /> <br /> WHEREAS, said street realighment has been completed and the property is no longer needed <br />by the City for these purposes and is, hereby, declared to be surplus property; and <br /> <br /> WHEREAS, Portsmouth Redevelopment and Housing Authority has proposed to purchase the <br />property for the sum of Four Hundred Eighty-Five Dollars ($485.) to be combined with other <br />property for disposal to private ownership; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth deems that such disposal of property for <br />private development is in the best interest of the City; and <br /> <br /> WHEREAS, Section 2.09 (c) of the Charter of the City of Portsmouth provides that the Cit) <br />may convey real property to the Commonwealth Of Virginia or a political subdivision thereof <br />without advertisement or receipt of bids; and <br /> WHEREAS, Portsmouth Redevelopment and Housing Authority is a political subdivision of th~ <br />Commonwealth of Virginia. <br /> <br /> NOW, THEREFORE, BE tT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />the City Manager be, and he hereby is, authorized to convey the hereinafter-described property <br />to Portsmouth Redevelopment and Housing Authority for the sum of Four Hundred Eighty-Five <br />Dollars ($485.), to-wit: <br /> <br /> All that certain piece or parc¢i of land situate, lying, and being in <br />the City of Portsmouth, Virginia, bounded and described as follows: <br /> <br /> Beginning at the North East intersection of Madison Street and Ninth Street; <br />thence North 25°23,54'' West along the East line of Ninth Street 15.O8' to a point; <br />thence along a curve to the left having a radius of 170.00' an arc distance of <br />62.14' to a point; thence South 25923'54" East 0.29' to a point on the Northern <br />line of Madison Street; thence along the Northern line of Madison Street a distance <br />of 60.00' to the point of beginning. <br /> <br /> BE IT FURTHER RESOLVED that the City Manager be, and he hereby is, authorized to execute <br />such deeds and other documents as may be necessary to complete this transaction." <br /> <br />~yes: Barnes, Gray, Holley, Webb, Beamer <br />Nays: None <br /> <br /> <br />
