June 14, 1983 Due to the length of the proposals, rather than attaching them to this ~etter, they are avail~ able in your Conference room. The Executive Committee of the Manpower Commission has met and is of the opinion that suf ficient manpower funding exists to adequately address the short term trainingaand employment needs of unemployed Portsmouth citizens. Additional funding to meet the short term needs of the unemployed would most likely only create 'make ~rk' situations. I, therefore, recommend your approval of the attached resolution and appropriation ordinance approving the Statement of Grant and Use of Funds as advertised.~' Mrs. Della M. Vaughan, 3707 Greenleaf Trail, re~resenting Small Business Broadcasting Service, a~l~d ~hat SBBS b~ ~ons'idered~in ~e C~mmunity Development Supplememtal Program. (See Exhibit ~83- 231) The City Manager stated that ~here are some manpower funds available for training that possibly could be of assistance to SBBS. Mrs. Vaughan to meet with Manpower Director on this matter. On motion of Mr. Gray and seconded by Mrs. Webb, the following resolution was adopted, and)by the following vote: gA RESOLUTION APPROVING THE SUPPLEMENTAL COMMUNITY DEVELOPMENT PROGRAM FUNDING FOR THE CITY OF PORTSMOUTH, THE PROPOSED STATEMENT OF OBJECTIVES AND USE OF FUNDS, AND AUTHORIZING THE CITY MANAGER TO FILE DOCUMENTS REQUIRED TO OBTAIN THE CITY'S SUPPLEMENTAL COMMUNITY BLOCK GRANT ENTITLEMENT AS PROVIDED UNDER THE EMERGENCY JOBS BILL, PUBLIC LAW 98-8. WHEREAS, ~te I of the Emergency Jobs Dill, Public Law 98-8, makes available to entitle- ment cities additional Community Development Block Grant Funds to be utilized in accordance with the provisions of Title I of the Housing and Community Development Act of 1974, 'as amend- ed; and WHEREAS, the Proposed Statement of Objectives and Use required public hearing has been held to solicit citizen's of Objectives and Use of Funds; and of Funds has been published and a comments on the Proposed Statement WHEREAS, it is necessary that this Council take official action regarding this supplement. al Community Development Program funding to comply with the regulations of the Department of Housing and Urban Development; and WHEREAS, this Council is aware of the Federal regulations governing the undertaking and carrying out of activities under the Housing and Community Development Program; and WHEREAS, this Council, on behalf of the City of Portsmouth, possesses to apply for the supplemental grant and execute the proposed program under the aforementioned act; and the legal authority the provisions of WHEREAS, this Council recognizes its responsibility to direct that safeguards be establisl ed to protect employees from using their position for a purpose that gives the appearance of being motivated by a desire for private gain for themselves or others, particularly those with whom they have family, business or other ties; and ~gHEREAS, this Council has found that the supplemental Community Development Program's Proposed Statement of Objectives and Use of Funds appropriate to meet the needs of the City are, therefore, acceptable. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmnu~h¥~ Virginia that the suFplemental Community Development Program's Proposed Statement of Objectives and Use of Funds having been reviewed and considered be, and hereby are, approved in ail respects and that ~he City Manager is hereby authorized to file the Final Statement of Objectives and Use of Funds and any additional information as may be required with the Department of Housing and Urban Development in order to obtain the supplemental Community Development Block Grant funds made available under the Emergency Jobs Bill. BE IT FURTHER RESOLVED that the City Manager is designated as the certifying officer and authorized representative of the City of Portsmouth and shall provide assurances as required b) the regulations of the Housing and Community Development Act of 1974, as amended, for the approval of the supplemental Community Development Block Grant funding." Ayes: Barnes, Gray, Holley, Webb, Beamer Nays: None 83-232 - Letter from the City Manager recommending adoption of an ordinance on first reading to ~ppropriate $652,000 from the Community Development Fund for Title I of the Emergency Jobs Bill. (See letter with Item 83-231} On motion of Mr. Barnes and seconded by Mrs. Webb, the following ordinance ~as approved on first reading, and was~ad~pged~by~ungnimous vote: "AN ORDINANCE TO APPROPRIATE $652,000 FROM THE CO~4UNITY DEVELOPMENT FUND FOR THE SUPPLEMENTAL COMMUNITY BLOCK GRANT ENTITLEMENT AS PROVIDED UNDER THE EMERGENCY JOBS BILL, PUBLIC LAW 98-8."
