Additional funding to meet the short term needs of <br />the unemployed would most likely only create 'make ~rk' situations. <br /> <br /> I, therefore, recommend your approval of the attached resolution and appropriation <br />ordinance approving the Statement of Grant and Use of Funds as advertised.~' <br /> <br /> Mrs. Della M. Mrs. Vaughan to meet with Manpower Director on this <br />matter. <br /> <br /> On motion of Mr. Gray and seconded by Mrs. Webb, the following resolution was adopted, <br />and)by the following vote: <br /> <br /> gA RESOLUTION APPROVING THE SUPPLEMENTAL COMMUNITY DEVELOPMENT PROGRAM FUNDING <br /> FOR THE CITY OF PORTSMOUTH, THE PROPOSED STATEMENT OF OBJECTIVES AND USE OF FUNDS, <br /> AND AUTHORIZING THE CITY MANAGER TO FILE DOCUMENTS REQUIRED TO OBTAIN THE CITY'S <br /> SUPPLEMENTAL COMMUNITY BLOCK GRANT ENTITLEMENT AS PROVIDED UNDER THE EMERGENCY JOBS <br /> BILL, PUBLIC LAW 98-8. <br /> <br /> WHEREAS, ~te I of the Emergency Jobs Dill, Public Law 98-8, makes available to entitle- <br />ment cities additional Community Development Block Grant Funds to be utilized in accordance <br />with the provisions of Title I of the Housing and Community Development Act of 1974, 'as amend- <br />ed; and <br /> <br /> WHEREAS, the Proposed Statement of Objectives and Use <br />required public hearing has been held to solicit citizen's <br />of Objectives and Use of Funds; and <br /> <br />of Funds has been published and a <br />comments on the Proposed Statement <br /> <br /> WHEREAS, it is necessary that this Council take official action regarding this supplement. <br />al Community Development Program funding to comply with the regulations of the Department of <br />Housing and Urban Development; and <br /> <br /> WHEREAS, this Council is aware of the Federal regulations governing the undertaking and <br />carrying out of activities under the Housing and Community Development Program; and <br /> <br /> WHEREAS, this Council, on behalf of the City of Portsmouth, possesses <br />to apply for the supplemental grant and execute the proposed program under <br />the aforementioned act; and <br /> <br />the legal authority <br />the provisions of <br /> <br /> WHEREAS, this Council recognizes its responsibility to direct that safeguards be establisl <br />ed to protect employees from using their position for a purpose that gives the appearance of <br />being motivated by a desire for private gain for themselves or others, particularly those with <br />whom they have family, business or other ties; and <br /> <br /> ~gHEREAS, this Council has found that the supplemental Community Development Program's <br />Proposed Statement of Objectives and Use of Funds appropriate to meet the needs of the City <br />are, therefore, acceptable. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmnu~h¥~ Virginia that <br />the suFplemental Community Development Program's Proposed Statement of Objectives and Use of <br />Funds having been reviewed and considered be, and hereby are, approved in ail respects and <br />that ~he City Manager is hereby authorized to file the Final Statement of Objectives and Use <br />of Funds and any additional information as may be required with the Department of Housing and <br />Urban Development in order to obtain the supplemental Community Development Block Grant funds <br />made available under the Emergency Jobs Bill. <br /> <br /> BE IT FURTHER RESOLVED that the City Manager is designated as the certifying officer and <br />authorized representative of the City of Portsmouth and shall provide assurances as required b) <br />the regulations of the Housing and Community Development Act of 1974, as amended, for the <br />approval of the supplemental Community Development Block Grant funding." <br /> <br />Ayes: Barnes, Gray, Holley, Webb, Beamer <br />Nays: None <br /> <br /> 83-232 - Letter from the City Manager recommending adoption of an ordinance on first <br />reading to ~ppropriate $652,000 from the Community Development Fund for Title I of the <br />Emergency Jobs Bill. (See letter with Item 83-231} <br /> <br /> On motion of Mr. Barnes and seconded by Mrs. Webb, the following ordinance ~as approved <br />on first reading, and was~ad~pged~by~ungnimous vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $652,000 FROM THE CO~4UNITY DEVELOPMENT FUND FOR THE <br /> SUPPLEMENTAL COMMUNITY BLOCK GRANT ENTITLEMENT AS PROVIDED UNDER THE EMERGENCY JOBS <br /> BILL, PUBLIC LAW 98-8." <br /> <br /> <br />
