<br />reading to apprppriare $40,000 from the Grants Fund for continuation of the Lead Poisoning
<br />Prevention Program under the Portsmouth Health Department.

<br /> "The City has been notified by the State Department of Health that we will receive an
<br />award of $40,000 to continue the Lead Poisoning Prevention Program operated by the Portsmouth
<br />Health Department. These funds, which require no local cash match, will be used to screen and
<br />identify children who have become sick from undue lead absorption, to refer those patients for
<br />medical treatment, and to detect and eliminate the environmental source of the lead poisoning
<br />problem.
<br />
<br /> Since the program began in 1978, some 388 children have been identified as having lead
<br />poisoning, with 82 having been hospitalized for detoxification. The program has a current
<br />case load of 75 and expects to screen another 1,300 youngsters this comiag year. Almost over
<br />98 percent have been abated at this point.
<br />

<br />reading to appropriate funds necessary for the construction of sewer improvements on Frederick
<br />Boulevard near Elliott Avenue: and, award of contract to the lowest responsible bidder.

<br /> "As you know, City Council appropriated $45,000 on March 8, 1983 for sewer improvements
<br />on Frederick Boulevard near Elliott Avenue. The appropriation was for design work and pre-
<br />purchase of iong lead time items for the project, which will serve the RADVA Corporation and
<br />Slina Industries, Inc.
<br />
<br /> Bids will be opened for the remainder of the project on June 14th, the day o£ your next
<br />Council meeting, and the Director of Public Utilities will provide a bid analysis before your
<br />meeting. Assuming the bids are in order, the Director recommends awarding the contract to the
<br />low bidder on first reading due to the critical timing to the~project. RADVA, nurrently hopes
<br />to open by September. Since this project is important to the City's economic development, I
<br />concur in the Director of Public Utilities' recommendations, and request the necessary appro-
<br />priation and award of bid."

<br /> 83-231 Letter from the City Manager recommending adoption of a resolution approving
<br />tke supplemental Community Development Program funding for the City of Portsmouth, the propose
<br />Statement of Objectives and Use of Funds, and authorizing the City Manager to file documents
<br />required to obtain the City's supplemental Community Block Grant Entitlement as provided under
<br />the Emergency Jobs Bill, Public Law 98-8.

<br /> "Title I of the Emergency Jobs Bill, Public Law 98-8, has made available to Community
<br />Development entitlement cities supplemental Community Development Block Grant funds to be used
<br />~n accordance with the provisions o£ Title I of ~he Housing and Community Development Act of
<br />1974, as amended. Accordingly, the City of Portsmouth has been notified by the Department of
<br />Housing and Urban DEvelopment that it will receive $652,000.
<br />
<br /> On June 6, 1983 the Citizens Advisory Committee held a public hearing to solicit citizen
<br />comment on the proposed Statement of Objectives and Use of Funds. The CAC has recommended
<br />that all supplemental funds be used to develop jobs for unemployed Portsmouth citizens and th~
<br />the three proposals presented be referred to the Manpower Commission for review and comment.
