To eliminate the hazardous condition of W~st Norfolk Road the pro- <br />posed project will provide for the widening of the road, eliminate the deep tree-lined ditche! <br />eliminate the high road crown, improve drainage and improve lighting in;the visually impaired <br />areas. I concur with his recommendation and request the <br />to approve this project." <br /> <br />contract to th <br />City Council <br /> <br />Motion of Mr. Beamer and seconded by Mr. Barnes, to approve on first reading. <br /> <br /> Substitute motion of Mr. Beamer and seconded by Mrs. Webb, to concur in the recommendatio <br />of the City Manager, the following ordinance be approved on first reading, and the City Manage <br />be authorized to award the bid to the low~bidde~, Williams Corporation of Virginia, and was <br />adopted by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $2,100,000 FROM THE CAPITAL IMPROVEMENT FUND FOR THE <br />WEST NORFOLK ROAD STREET IMPROVEMENT PROJECT." <br /> <br /> 83-288- Letter from the City Manager recommending'adoption of an ordinance to amend <br />Section 7-30 of the City Code pertaining to schedule of,fees and charges in cemeteries. <br /> <br /> "In keeping with Council's request to reduce part-time and overtime funds from the City <br />budget wherever possible, the Cemetery budget for the current fiscal year was severely reduced <br />The budget reductions would have eliminated two part-time positions within the Cemetery <br />operations; therefore, requiring that no City personnel be on duty at the cemeteries on week- <br />ends. <br /> <br /> Because of Council's concerns regarding weekend and holiday burials, I would propose that <br />one part-time assistant be retained to assist on busy weekends and fill in for the Cemetery <br />Manager for annual and sick-leave absences. In addition, these employees would be on call <br />for emergency Sunday and holiday burials. <br /> <br /> To offset this expense along wi~h other costs associated with the operation of City <br />Cemeteries, it is proposed that grave opening and closing fees be increased by $25. Based on <br />current revenue projections this increase would generate an additional $10,000 Der year. I, <br />therefore, recommend that Council adopt the attached ordinance to set the City's grave opening <br />and closing fees at $125 for graves less than four feet and $278 for graves over four feet. <br />If adopted, this ordinance would become effective Seotember 1, 1983 to allow the funeral home <br />directors sufficient notice." <br /> <br /> On motion of Mr. Whitlow and seconded by Mrs. Webb, the following ordinance was adopted <br />on first and final reading, and by the following vote: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, <br />BY AMENDING SECTION 7-30, PERTAINING TO SCHEDULE OF FEES AND CHARGES IN <br />CEMETERIES." <br /> <br />Ayes: Barnes, Beamer, Gray, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> <br />
