348 <br /> <br />July 26, 1983 <br /> <br />WHEREAS, the Planning Commission has recommended the granting of said use permit. <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: <br />1. That the use of for which the use permit is sought: <br /> <br /> (a) <br />the neighborhood of the proposed use; <br /> <br /> (b) Will not be detrimental to <br />provements in the neighborhood; and <br /> <br />(c) Will be in accord with the <br /> <br />Will not adversely affect the health and safety of persons residing or working <br /> the public use or injurious to the property or im- <br /> purposes of the Zoning Chapter of the City Code. <br /> <br /> 2. Nottingham Homes, Ltd, is hereby granted a use permit pursuant to <br />City Code to construct a sewage pumping station off of the proposed Reese Drive South of the <br />Nottingham At Sterling Point Subdivision, Phase III. <br /> <br /> 3. This use permit is approved subject to the following conditions: <br /> <br /> (a).Occupancy permits for Nottingham, Phase III, shall not be issued until screening <br />and landscaping is provided to buffer the surrounding residences. Such landscaping plan shal: <br />be submitted to and approved by the Planning Department prior to the issuance of such occup- <br />ancy permits." <br /> <br /> (g) "A RESOLUTION GRANTING A USE PERMIT TO JOSEPH C. COGEN AND RAYMOND W. FANNEY TO <br /> CONSTRUCT AND OPERATE A MINI-STORAGE WAREHOUSE FACILITY IN THE 4300 BLOCK OF <br /> PORTSMOUTH BOULEVARD. <br /> <br /> WHEREAS, Kirk Berkeley, Agent for Joseph C. Cogen and Raymond W. Fanney are hereby granted a use permit pursuant to <br />~4~71(b) of the City Code to construct and operate a mini-storage warehouse facility in the <br />4300 block of Po~'tsmouth Boulevard in the Westhaven neighborhood, such property more speci- <br />ficially described as Tax Plate 344, Parcels 12-15 and Tax Plate 345, Parcels 1, 2, 2.1 and <br />2.2. <br /> <br /> 3. This use permit is approved subject to the following conditions: <br /> <br /> (a) Prior to the issuance of a building peymit, .a landscape plan must be submitted t <br />and approved by the Planning Department, which includes treatment of the southwest section <br />of the parcel, internal landscaping design to soften the impact of the paved area, and vege- <br />tation proposed for the Portsmouth Boulevard fence to camouflage the fence and help blend in <br />with the surrounding area; <br /> <br /> (b) No construction shall commence nor building permits be issued until either a <br />-~etlands permit is secured or a clearance is issued by the United States Army Corps of Engi- <br /> <br /> (c) The building coverage on the parcel shall not exceed forty-two percent (42%) <br /> of the total parcel area." <br /> <br /> (h) "A RESOLUTION GRANTING A USE PERMIT TO LINDA GRIMES TO OPERATE A DROP-OFF BABY <br /> SITTING SERVICE AT 4805 PORTSMOUTH BOULEVARD. <br /> <br /> WHEREAS, Linda Grimes, lessee, for Bob Jones Realty Company, owner, has made applicatio~ <br /> pursuant to ~40~70(b) of the Code of the City of Portsmouth, Virginia, 1973, for the granting <br /> of a use permit as hereihafter-described; and <br /> WHEREAS, the applicant and the Planning Director have done all things required to be don <br /> in connection wi'th said ·application; and <br /> WHEREAS, the Planning Commission has recommended the granting of said use permit. <br /> <br /> <br />
