August 9, 1983 <br /> <br /> "The City's Director of Museums has received notification from the State that three gran <br /> awards have been approved totaling $7,600: one ff~m the Virgihia Foundation for Humanities <br /> and Public Policy and two from the Virginia Commission for the Arts. <br /> <br /> The first grant award entitled "Black Women--Achievement Against the Odds" from the <br /> Virginia Foundation for the Humanitzes and Public Policy will provide lecture servizes and <br /> an exhibit on the achievement of black women in the history of the United States. This award <br /> for $2,100 is a matching grant with $500 contributed through the donations Fund and $1,600 <br /> provided through in-kind services which were budgeted for in the Museum's Fy 82-83 budget. <br /> <br /> The second grant award from the Virginia Commission for the Arts provides $5,000 for <br /> general operating expenses of the Department of ~useums. This grant award represents 100% <br /> State funding and no local match is required. <br /> <br /> The third grant award entitled :American Drawings V" providers funds for the printing <br />and mailing of $15,000 invitations to art organizations, educational institutions and individ- <br />ual artists throughout the United States to participate in national competition. The grant <br />award contributes $500 from State funds and $500 will be contributed from the Donations Fund <br />An additional $2,000 will be contributed from entry fees from the contestants. <br /> <br /> I recommend that you acceFt these grants and transfer $7~600 from the Grants Contingency <br />Account f~r the purposes stated." <br /> <br /> Motion of Mr. Beamer and seconded by Mrs. Webb, that authorization be granted to accept <br />.the grants and transfer of.$7,600 from the Grants Contmngency Account, as requested and was <br />adopted by unanimous vote. , <br /> <br /> 83-310 - Letter from the City Manager recommending acceptance of the report from the <br /> City Treasurer on Annual Delinquent Real Estate Taxes. <br /> <br /> "Attached please find the annual report from the City Treasurer, Margaret E. Jones, <br /> on the subject of delinquent real estate taxes. In addition, I have included an analysis of <br /> these delinquent real estate taxes prepared hZ the Director of Finance. <br /> <br /> Upon receipt of this list the City's Delinquent Tax Collector will initiate proceedings <br />for the collection of Delinquent Taxes. I might note that the percentage of Delinquent Taxes <br />for this year (3.81%) is consistent with that of previous years. According to the Delinquent <br />Tax Collector a large majority of the taxes are collected in July and August and if we are <br />as successful as in past years the amount should decrease by'half by the end of this fiscal <br />year. The City's real estate collection rate averages 99.8% which leaves the remaining .25% <br />to be satisfied through court action and if necessary sale of property to rec~over taxes. <br /> <br /> A copy of the entire list is available in the City Clerk Office for inspection and will <br />be placed in the main branch of the Public Library for regiew by interested citizens. <br /> <br /> As required by City Code this report is being submitted to you for your review and <br />information. <br /> <br /> Motion of Mr. Gray and seeonde,d by Mrs. Webb, that the report on delinquent real estate <br />taxes to be received as information, and was adopted by unanimous vote. <br /> <br /> - NEW BUSINESS <br /> 83-311 - Mr. Barnes offered the following nominations for appointments to the following <br />Boards/Commissions: <br /> <br />Transportation Safety Commission <br /> <br /> William Phelps to <br />Archie Elliott; Paul M. <br />replacing Robert L.
