<br /> 83-326 "I am pleased to announce that the Director of Parks and Recreation has receive,
<br />notification of a $34,220 Small Busineas Administration Grant Award, through Mr. Ronald Sutto~
<br />Commissioner of thc Department of Conservation and Economicc Development. This grant will
<br />provide funds fo the City to contract with a small business for landscaping a portion of the
<br />downtown and waterfront areas, and for hiring unemployed residents to accomplish the work.
<br />
<br /> This award was made possible through the coordinated efforts of the Departments of Parks
<br />& Recreation, Engineering and Community Development. The application was developed under the
<br />severe time constraints of the Emergency Jobs Bill and competed with application~ across the
<br />state for limited funds. The $34,220 represents 100% state funds with no required local match
<br />One of the grant requirements is that the work be completed by September 15, 1983, and there-
<br />fore it is being submitted as a late agenda item.
<br />
<br /> I recommend that you accept this grant and transfer $34,220 from the Grants Contingency
<br />Account to~ support the project."

<br /> Motion of Mr. Barnes and seconded by Mrs. Webb, that the agenda be amended to consider
<br />the item, was adopted by unanimous vote.

<br /> 83-328 John G. Wallace, 957 "C" Suburban Parkway, presented the following statement:
<br />
<br /> "I am here tonight for the unaccustomed purpose of commenging City Council and the
<br />Portsmouth Redevelopment and Ho~sing Authority for ~heir joint plans to preserve our City's
<br />"Old Cit~ Hall". The City of Portsmouth is rich in historical significance and tradition and
<br />the preservation of its "Old~:City Hall" building and the utilization by the City of that
<br />building is a possibl.e new home for the City's Naval Museum, or as a possible apartment com-
<br />plex, or as a possible site of various types of businesses, or a site for any combination and
<br />a worthwhile enterprise which can oly benefit the city?s waterfront development and downtown
<br />recovery programs.
<br />
<br /> I am also here tonight to thank Council for its recent efforts to restrict the sale of
<br />look-alike narcotics to the young people of our city by businesses of dubious merit. Busi-
<br />nesses which deal exclusively in the retail sale Of drugs.
<br />
<br /> In yea~-s gone by, respectable businesses which dealt in the retail sale of drugs and the
<br />filling of medical pr~scriptions did not deal in the drug~ business exclusively. The old
<br />Naval Pharmacy, People's Drug Stores, Suburban Pharmacy, Revco and all the other "drug stores'
<br />which I can remember having, were operated in our city also, also dealt in the retai~ sale of
<br />other goods,' as well. They had snack-bar counters, school supplies, cosmetics, newspapers
<br />and magazines, model kits, and other tiems in their inventories in which they also dealt.
<br />
<br /> Mr. City Attorney Lieberman, Mr. City Manager Hanbury, Mayor Johansen, Vice Mayor Beamer
<br />and members of Council, I urge you to examine the possibility of establishing a local ordi-
<br />nance requiring all businesses which deal in the selling of drugs of any kind, to also deal
<br />to some minimal extent, at least say a 25% share of thei~::inventories, for example in the
<br />sale o~ other goods and services, as wll. Such an ordinance would be non-discriminatory in
<br />that it would apply to all such businesses equally.
<br />
<br /> Such an ordinance would not deny any prospective businessman the opportunity to set up
<br />a business in the city. The only thing such an o~dinance would do would be to require that
<br />any prospective bus~ anyone wanted to operate in our city would conform to the City Code
<br />pertaining to its e~ablishment and operation, which it seems well ~ithin the purview of Counc
<br />authority to determine by ordinance.
<br />
<br /> If Council finds merit in this suggestion, I would like to give credit for the suggestion
<br />to Mr. Scott Harris of Park Manor."

<br /> Motion of Mr. Barnes and seconded by Mr. Gray, that the matter be referred to:the City
<br />Attorney, and was adopted by unanimous vote.
