375 <br /> <br />August 23, 1983 <br /> <br />fence that would prevent viewing rof trucks and containers stored on the property from the <br />public streets and to construct the fence in accordance with the City of Portsmouth's setback <br />requirements for such property. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />the City.Manager be, and he hereby is, authorized to convey to the Industrial Development <br />Authority of the City of Portsmouth the following described property, to-wit: <br /> <br />PARCEL I <br /> <br /> All that certain piece or parcel of land situate in the City of Portsmouth, <br />Virginia, bounded and described as follows: <br /> <br /> BEGINNING at the southeast intersection of Lee Avenue and Detroit Street <br />and thence south along the eastern boundary of Lee Avenue 100 feet to the True <br />Point of Beginning; thence continuing ~outh along the eastern boundary of Lee <br />Avenue 125 feet to the intersection of Lee Avenue and an unnamed street; thence <br />easterly along the northern boundary of said unnamed street 100 feet to a point; <br />thence north and parallel with Lee Avenue 125 feet to a point; thence west and <br />parallel with Detroit Street 100 feet to the Point of Beginning. <br /> <br />PARCEL II <br /> <br /> All that certain piece or parcel of land situate in the City of Portsmouth, <br />Virginia, bounded and described as follows: <br /> <br /> BEGINNING at the southeastern intersection of Lee Avenue and a certain <br />unnamed street; said point of beginning being also described as being 275 feet <br />south of the southeastern intersection of Lee Avenue and Detroit Street; thence <br />south along the eastern boundary of Lee Avenue 100 feet to to a point; thence <br />east and parallel with Detroit Street 100 feet; thence north and parallel with <br />Lee Avenue 100 feet; thence west and parallel with Detroit Street 100 feet to <br />the Point of Beginning. <br /> <br />PARCEL III <br /> <br /> All that certain piece or parcel of land situate in the City or-Portsmouth, <br />Virginia, bounded and described as follows: <br /> <br /> BEGINNING at the southwestern intersection of Detroit Street and Industrial <br />Avenue; thence south along the western boundary of Industrial Avenue 175 feet <br />to the True Point of Beginning; thence west and parallel with Detroit Street <br />100 feet to a point; thence south and parallel with Industrial Avenue 60 feet, <br />more or less, to a point on the northern boundary of a certain ~nnamed street; <br />thence along the northern boundary of said unnamed street 100 feet to a point <br />on the western boundary of Industrial Avenue; thence north along the western <br />boundary of Industrial Avenue 60 feet, more or less, to the Point of Beginning. <br /> <br /> BE IT FURTHER RESOLVED that the City Manager be, and he hereby is, authorized to execute <br />such deeds and other documents, upon such terms and conditions as he may deem appropriate, to <br />complete this transaction." <br /> <br />Ayes: Barnes, Beamer, Gray, Holley, Webb, Whitlow, Johansen <br />Nays: None <br /> <br /> 83-324 - Letter from the City Manager recommending adoption of a motion to authorize <br />advertisement and receipt of bids for the sale of City owned property on Plover Drive. <br /> <br /> "We have received inquiries from adjoining property owners concerning the sale of City <br />property adjacent to Martin Luther King Freeway at the intersection of North Street and Plover <br />Drive. This parcel, approximately 130 feet by 90 feet, is a residue parcel from the original <br />construction of the Mid-Town Tunnel approach road. The parcel is completely landlocked and <br />does not have access to any public street. The property is bounded on the north by property o <br />Mr. Paul Lawson, on the wes% and south by the approach road to Martin Luther King Freeway, <br />and on the east by property of Robert O. Basham and Albert F. Ozment. These property owners <br />are interested in acquiring this parcel to add to their existing residential properties. <br /> <br /> On your Agenda tonight is a motion which would authorize the advertisement of this pro- <br />perty for sale in accordance with the provisions of the City Charter. I recommend adoption <br />of this motion." <br /> <br /> Motion of Mrs. Webb and sedonded by Mr. Beamer, that the City ManagEr be authorized <br />to advertise property, as requested, and was adopted by unanimous vote. <br /> <br /> 83-325 - letter from the City Manager recommending adoption of a motion to refund Larry <br />W. Grant $50 for Business License fee erroneously paid in 1983. <br /> <br /> "The Commissioner of Revenue has recommended a refund of $50 to Mr. Larry W. Grant for <br />Business License Fee erroneously paid in 1983. <br /> <br /> I concur and recommend that Council adopt a motion to refund ~his fee in the amount <br />indicated." <br /> <br /> Motion of Mr. Gray and seconded by Mrs. Webb, that authorization be granted to refund to <br />Larry W. G~ant $50 for Business License, as r~qested, and was adopted by unanimous vote. <br /> <br /> <br />
